The Guidelines for Managing Criminal Case related to New Offenses during Coronavirus 2019 Pandemic

Abstract

        The purposes of this research to: 1) analyze problems, obstacles and challenges for managing criminal case related to new offenses during Coronavirus 2019 pandemic, 2) propose a guideline promote our process and reduce limited for managing criminal case related to new offenses during Coronavirus 2019 pandemic, and
3) create a system Criminal Tracking System: CTS. This research was the research and development. Target group
is police group since a commander to operator that receive a complain and managing criminal case.


           This result of study found that problems, obstacles and challenges for managing criminal case were 1) personal problem, 2) a stable of managing criminal case, 3) law and regulation were not clear, 4) budget and technology equipment and 5) a managing criminal case. And a guideline promote our process and reduce limited for managing criminal case is 1) establishing cyber -crime center, 2) setting a duty of inquiry official to be clear, 3) setting a process of crime tracking to be clear, 4) developing application to tracking cyber-crime case and making a guidebook, 5) setting a system tracking cyber-crime case according and supporting regulation of Royal Thai Police, 6) training and 7) setting a policy of commander. This suggestion in this research was Royal Thai Police and agency related to cooperate set policy impel a system for managing criminal case related to new offenses during Coronavirus 2019 pandemic, apply for a process managing criminal case and support budget to help operation and raise the level to be factual.
