Policy Recommendations for Formulating Local Development Plans of Subdistrict Administrative Organizations in Nakhon Sawan Province

Abstract

The objectives of this research were to: 1) examine the problems in local development planning, 2) investigate the factors affecting local development planning, and 3) propose policy recommendations for local development planning. This study employed a qualitative research approach. Data were collected through in-depth interviews with 27 participants and focus group discussions with 15 participants.


The research findings revealed that the problems in local development planning consisted of seven major issues: 1) urgent government policies, 2) regulatory inflexibility, 3) budget constraints, 4) infrastructure needs, 5) insufficient public knowledge and understanding, 6) the excessive addition of projects, and 7) project prioritization problems.


The factors affecting local development planning comprised eight aspects: 1) regulatory and legal frameworks, 2) knowledge and understanding of responsible personnel, 3) data, information systems, and empirical evidence, 4) budget availability, 5) public needs, 6) public participation, 7) authority and policies of local administrators, and 8) community leadership.


The policy recommendations for local development planning consisted of four dimensions: 1) policies on harmonizing legal frameworks, regulations, and multi-level policies to enhance operational flexibility; 2) policies on strengthening organizational capacity and resource bases to drive local development plans toward practical implementation; 3) policies on enhancing public participation and integrating community networks in local planning; and 4) policies on strengthening governance structures and strategic decision-making mechanisms in local development planning.
