                นโยบายสาธารณะเป็นขอบข่ายหนึ่งของการศึกษาทางรัฐประศาสนศาสตร์ ซึ่งหมายถึง แนวทางกิจกรรม การกระทำ หรือการเลือกตัดสินใจของรัฐซึ่งได้ทำการตัดสินใจและกำหนดไว้ล่วงหน้าเพื่อชี้นำการกระทำที่ตามมาให้บรรลุเป้าหมายที่ได้กำหนดไว้ ด้วยการวางแผน การจัดทำโครงการ การกำหนดวิธีการบริหารหรือกระบวนการดำเนินงาน การปฏิบัติงานที่เหมาะสมสอดคล้องกับสภาพความเป็นจริงและความต้องการของประชาชน สามารถจำแนกเป็น 4 ลักษณะคือ กิจกรรมแห่งรัฐบาล ทางเลือกสำหรับการตัดสินใจของรัฐบาล แนวทางในการกระทำของรัฐบาล และ กฎหมาย สำหรับกรอบแนวคิดการศึกษานโยบายสาธารณะ สามารถสรุปออกเป็น 3 แนวคิด ได้แก่ การศึกษาทฤษฎีหรือตัวแบบของนโยบาย การขอบเขตของนโยบาย และกระบวนการของนโยบาย

Abstract

                Public policy was a scope of Public Administration means the approach of activity/action/decisions of the state that was made a decision and predefined in order to guide the subsequent actions to achieve the goals set by Planning, Projecting, Determining how to manage the implementation, Practice appropriately that was consistent with realities and needs of people. The Public policy was 4 features; the government activities, the decision alternative of government, the government’s guidelines for action, and the legislation. The concepts for studying the public policy can be summarized into three; the Policy theory or model, the Policy area, and the Policy process.
