บทคัดย่อ

              การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อประสิทธิภาพการบริหารจัดการระบบเทคโนโลยีสารสนเทศในโรงเรียน และเพื่อตรวจสอบความสอดคล้องของปัจจัยที่ส่งผลต่อประสิทธิภาพการบริหารจัดการระบบเทคโนโลยีสารสนเทศในโรงเรียนกับข้อมูลเชิงประจักษ์ ซึ่งได้จากกลุ่มตัวอย่าง ได้แก่ ผู้บริหาร ครูและบุคลากรทางการศึกษา ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 21 จังหวัดหนองคาย ที่ปฏิบัติงานในปีการศึกษา 2558 จำนวน 560 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม มี 2 ตอน เป็นแบบสอบถามสภาพทั่วไป แบบสอบถามเกี่ยวกับปัจจัยที่ส่งผลต่อประสิทธิภาพการบริหารจัดการระบบเทคโนโลยีสารสนเทศในโรงเรียน เป็นแบบสอบถามแบบมาตรวัดค่า 5 ระดับ การวิเคราะห์ข้อมูลใช้โปรแกรมคอมพิวเตอร์ SPSS ในการหาค่าสถิติพื้นฐานและใช้โปรแกรม LISREL ในการวิเคราะห์เส้นอิทธิพล (Path Analysis)

              ผลการวิจัย พบว่า ปัจจัยที่ส่งผลต่อประสิทธิภาพการบริหารจัดการระบบเทคโนโลยีสารสนเทศในโรงเรียนได้แก่ ทรัพยากรบุคคล ภาวะผู้นำของผู้บริหาร การวางแผน และสมรรถนะของโรงเรียน และพบว่าความสัมพันธ์เชิงสาเหตุของปัจจัยที่ส่งผลต่อประสิทธิภาพการบริหารจัดการระบบเทคโนโลยีสารสนเทศในโรงเรียน มีความสอดคล้องกับข้อมูลเชิงประจักษ์ในเกณฑ์ดี โดยตัวแปรปัจจัยที่ส่งผลต่อประสิทธิภาพการบริหารจัดการระบบเทคโนโลยีสารสนเทศในโรงเรียน มากที่สุดอย่างมีนัยสำคัญทางสถิติ คือปัจจัยด้านทรัพยากรบุคคล มีค่าอิทธิพลรวมเท่ากับ 1.00 รองลงมาได้แก่ ปัจจัยด้านภาวะผู้นำของผู้บริหาร ปัจจัยด้านการวางแผน และปัจจัยด้านสมรรถนะของโรงเรียน มีค่าอิทธิพลรวมเท่ากับ 0.98, 0.38 และ 0.19 ตามลำดับ และพบว่าตัวแปรที่ส่งผลทางตรงอย่างมีนัยสำคัญ ต่อการบริหารจัดการระบบเทคโนโลยีสารสนเทศอย่างมีประสิทธิภาพในโรงเรียนมากที่สุด คือปัจจัยด้านสมรรถนะของโรงเรียน มีค่าอิทธิพลทางตรงเท่ากับ 0.19 ส่วนตัวแปรที่มีอิทธิพลทางอ้อมอย่างมีนัยสำคัญทางสถิติมากที่สุดคือ คือ ปัจจัยภาวะผู้นำของผู้บริหาร มีค่าอิทธิพลทางอ้อมเท่ากับ 0.95

Abstract

               The purposes of this research were to study factors affecting to the efficiency management of information and technology system in schools and to study the model congruence among factors affecting to the efficiency management of information and technology system in schools with the empirical data. 560 samples were administrators, teachers and educational personnel who have worked for the schools under the Secondary Educational Service Area Office 21 in Nongkhai province in the academic year 2015. The research instrument was the questionnaire consisting of 2 parts: checklist questionnaire concerning general information of respondents and a five-rating scale questionnaire concerning factors affecting to the efficiency management of information and technology system in schools. The analyzing of data was computed by the SPSS program in terms of descriptive statistics and using LISREL for Path Analysis.    

               The research findings were revealed that factors affecting to the efficiency management of information and technology system in schools were human resource, leadership, planning, and school competency. Causal relations of the significant factors that affected to the efficiency management of information and technology system in schools at the highest level were factors of human resource with total effect at 1.00, following by the leadership factor, planning factor, school competency factor with the total effect at 0.98, 0.38 and 0.19 respectively. Also, the most significantly direct factors to the efficiency management of information and technology system in schools were school competency with the direct effect at 0.19. On the other hand, the most significant indirect effect was administrators’ leadership with the indirect effect at 0.95.
