เมืองชายแดนในฐานะระเบียงเศรษฐกิจแห่งการเรียนรู้เพื่อรองรับสังคมสูงวัย: กรณีศึกษาจังหวัดประจวบคีรีขันธ์

บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อเสนอแนวทางการพัฒนาพื้นที่ชายแดนให้รองรับพลวัตประชากรและการเติบโตทางเศรษฐกิจรูปแบบใหม่ โดยใช้วิธีการวิเคราะห์เชิงแนวคิด ผ่านการสังเคราะห์ความเชื่อมโยงของรากฐานแนวคิด 4 แกนหลัก ได้แก่ เศรษฐกิจสีเงิน เศรษฐกิจการดูแล ความมั่นคงของมนุษย์ และเมืองแห่งการเรียนรู้ ตลอดจนการวิเคราะห์บริบทพื้นที่เชิงลึก ผลการศึกษาพบว่า ท่ามกลางกระแสการก้าวเข้าสู่สังคมสูงวัยอย่างสมบูรณ์ การย้ายถิ่นเพื่อการเกษียณอายุระหว่างประเทศ การเคลื่อนย้ายแรงงานข้ามชาติและแรงกดดันจากการเปลี่ยนแปลงสภาพภูมิอากาศเมืองชายแดนไม่ได้มีฐานะเป็นเพียงพื้นที่ทางผ่านอีกต่อไปแต่เป็นพื้นที่ยุทธศาสตร์สำคัญที่สามารถออกแบบระบบใหม่ได้
จากข้อวิเคราะห์เชิงแนวคิดชี้ว่าจังหวัดประจวบคีรีขันธ์ซึ่งเป็นเมืองชายแดนที่มีศักยภาพสูงด้านการท่องเที่ยวเชิงสุขภาวะและมีทุนทางประวัติศาสตร์มีความเหมาะสมอย่างยิ่งในการพัฒนาไปสู่ระเบียงเศรษฐกิจแห่งการเรียนรู้ โดยการบูรณาการแรงงานข้ามชาติเข้าสู่ระบบเศรษฐกิจการดูแลและยกระดับทักษะแรงงานผ่านกลไกเมืองแห่งการเรียนรู้ ซึ่งนอกจากจะช่วยสร้างมูลค่าเพิ่มทางเศรษฐกิจและลดความเหลื่อมล้ำแล้วยังช่วยเสริมสร้างเสถียรภาพและความมั่นคงในพื้นที่ชายแดนไปพร้อมกัน แนวทางดังกล่าวจึงเป็นการเปิดมุมมองใหม่ในการออกแบบนโยบายสาธารณะที่ขับเคลื่อนผู้สูงวัยในฐานะพลังทางเศรษฐกิจและเปลี่ยนเมืองชายแดนให้กลายเป็นโครงสร้างพื้นฐานเชิงยุทธศาสตร์เพื่อการพัฒนาอย่างยั่งยืน
