Guidelines on the Public Services of Local Administrative Organization Special form for the city of Pattaya

Abstract
Public services in the city of Pattaya faces many multidimensional problems which cause direct impacts to The ways of lives of the people in such communities. This research objectives aim to study (1) the historical background (2) the importance of problems including the measures appropriate for public services providing in the city of Pattaya. This research applied the qualitative-oriented approach by using the content analysis and the related literature review. The researcher used the structured interview to collect the data from the three sample units consisting of the managerial level group, the practitioner level group, and the general people in the city of Pattaya, total of 16 persons. The list of questions in the questionnaire had been reviewed the item-objective congruence by the relevant connoisseur. The research findings were shown that the city of Pattaya applies the special form of administration which differentiates itself from the other local administration Organizations in general because the city of Pattaya is the scenery town which is regarded as the important source of Thailand economy. However, because of the problem of providing public services, the city of Pattaya has to shoulder such problems of the communities growth, the non-registered populations, the social organization, and the environment more than the other local administration organizations. The research findings were also found the guidelines and measures which should be received the further study to determine the appropriate scope of area in order to set up the special form of local administration organization to exploit the benefits of the pragmatic implementations, The operation power of public services with flexibility, the participation and involvement of the local people, and the plan to promote Pattaya to be the City model of the scenery town onward.
