The Role of the Bangkok Metropolitan Council in Monitoring the Bangkok Metropolitan Administration

Abstract
This dissertation aimed to study role played and the independence of the Bangkok Metropolitan Council in examining the administration management of the Bangkok Metropolitan Administration during the fiscal year period B.E. 2011-2014 by using qualitative research. This was an analysis leveling of the individuals and government officials concerned. The results of the study were as follows: The expected role of the Bangkok Metropolitan Council in monitoring the Bangkok administration was in accordance with the authorities and duties set out in the Bangkok Metropolitan Administration Act, B.E. 2528, which contained eight issues. The roles were to enact the provisions in performances, the roles were important but not outstanding, and there were limits to the lack of organizations in the legality of the provisions, and the lack of academic supports. The independence of political parties was quite limited, although the law did not enforce for the members of the Bangkok Council to be affiliated with political parties. However, most of them chose to annex to political parties in order to seek benefits from various forms of supports, so that was why they had necessarily to be connected to certain political party.
