The Developmental Guidelines of Instructional System for Building Morality, Ethics, Code of Conduct of Police Profession for Police Cadet

Abstract
A study of “the guidelines of instructional system for building morality, ethics, code of conduct of police profession for police cadet” was a qualitative research aiming to study problems, obstacles and limitation of police cadets’ professional virtue of morality, ethics, and code of conduct from the past until the present and to study guidelines of instructional system for building morality, ethics, code of conduct of police profession for police cadet. The researchers reviewed the literature, and constructed the structured questionnaire to be used for in-depth interview and group discussion. The key informants included police officers, local people which were divided into five areas. In-depth interview was also applied with six groups of key informants.
The results were as follows: (1) internal factors: lack of role models, limitation of Royal Police Cadet Academy’s teaching and learning administration, semi-military system, and cadet recruitment which still gave more importance on knowledge than ethics, external factors: image, no self-development, people’s bias, and the environment of the individual officers and (2) there should have the instruction system which emphasized on the expected learning outcome, the positive training, the indirect instruction which teaching and learning should be close with people as much as possible. The research recommendation was that Royal Thai Police should mainly consider policy on morality and ethics.
