Role of Governors in Controlling Local Government Province B.E.2540–B.E.2556

Abstract
This research aimed to study the governor’s role, including the problems and obstacles in controlling the local governments during 1997-2013. The research had three major purposes a) to study governor’s role in controlling the local governments during 1997-2013 b) to study the problematical issues and obstacles in controlling the local governments and c) to give the advices and guidelines to controlling the local governments. The result found that governor had the authorities and responsibilities under Determining Plans and Process of Decentralization to Local Government Organization Act B.E. 2542, Constitution of kingdom of Thailand B.E. 2540, and constitution of kingdom of Thailand B.E. 2550. This research had interview the key informants of 6 persons from each three provinces (which were drawn from the provincial criteria of large, medium, and small size) e.g. Samut Prakan province, Lampang province and Nong Bua Lam Phu province. In addition, the research also found out that governor had two defined roles which were the legal-entitled role and the informal role. Governors also had the obstacles of the legal problem, and the lack of budget. The guideline was to remedy the rules and regulations in controlling the local governments and the budgetary system which support the mission.
