Abstract
This article is aimed at studying the problem of land use with a minister regulation enforcing a comprehensive plan and structure of plan by intent of Town Planning Act B.E. 2518 (1975) amended many times that affected to people who utilize the land in a manner from that prescribed in a comprehensive plan. Analyzing of legal issues affecting people follow town planning. Use the study of documents and including influenced by other country Town Planning law. Legal problems 2 aspects have been found (1) land use with comprehensive plan at section 26 and section 26/1 Town Planning Act B.E. 2518 (1975) and (2) land use with comprehensive plan is not following by structure of Town Planning Act B.E. 2518 (1975) Thus objective of town planning would not succeeded.
