From State to People: Dr. Surin Pitsuwan’s Role in the Promotion of New ASEAN Norms

Abstract
The main purpose of this article is to examine the role of Dr. Surin Pitsuwan as a “Norm Entrepreneur” in promoting the human rights norm in ASEAN and encouraging people’s participation both in ASEAN’s activities and policy. By using the concept of “Norm Entrepreneur” as a theoretical framework, the study focuses on three case studies to substantiate the argument, namely, (1) The handling of the humanitarian assistance to victims of Cyclone Nargis in Myanmar through ASEAN’s led mechanism well illustrated the success of this strategy (2008) (2) The proactive strategy of people’s empowerment by expanding space for interaction and promoting people’s participation also reflected his determination to materialize ASEAN people-centered community as envisioned in the Charter and (3) Strengthening the ASEAN Secretariat to play active role in coordinating, promoting and supporting initiatives and projects during Dr. Surin’s tenure clearly illustrated the point, for the achievement of the ASEAN people-centered community.
