จากรัฐสู่ประชาชน: บทบาทการส่งเสริมปทัสถานใหม่ในอาเซียนของ ดร.สุรินทร์ พิศสุวรรณ

บทคัดย่อ
บทความนี้มุ่งนำเสนอบทบาทของ ดร. สุรินทร์ พิศสุวรรณ ในฐานะเลขาธิการอาเซียน ผู้ทำหน้าที่ส่งเสริมและผลักดันปทัสถานด้านสิทธิมนุษยชน และการมีส่วนร่วมของภาคประชาชนในอาเซียนให้ปรากฏอย่างเป็นรูปธรรมมากขึ้น โดยใช้แนวคิดผู้ส่งเสริม และผลักดันปทัสถาน (norm entrepreneur) เป็นกรอบในการอธิบาย ผ่านกรณีศึกษา 3 กรณี คือ (1) การทำหน้าที่เป็นแกนกลางในการประสานงานระหว่างรัฐสมาชิก รัฐบาลพม่ากับองค์การสหประชาชาติในการขับเคลื่อนความช่วยเหลือด้านมนุษยธรรมสู่พม่าในแหตุการณ์ภัยพิบัติไซโคลนนาร์กิส ค.ศ. 2008 (2) การทำหน้าที่ผลักดันให้สำนักเลขาธิการอาเซียนเป็นกลไกในการประสานงาน และเป็นเจ้าภาพในการจัดการประชุมเพื่อส่งเสริมภาคประชาชนให้เข้ามามีส่วนร่วม และสามารถเข้ามาแสดงบทบาทในอาเซียนมากขึ้น และ (3) การส่งเสริมศักยภาพ และความเข้มแข็งให้สำนักเลขาธิการอาเซียนให้สามารถทำหน้าที่เป็นกลไกขับเคลื่อนความร่วมมือและภารกิจเชิงรุกต่าง ๆ ของอาเซียนอย่างรอบด้าน และมีประสิทธิภาพ เพื่อก้าวสู่การเป็นประชาคมอาเซียนที่มีประชาชนเป็นศูนย์กลางได้อย่างแท้จริง
