Development of a Supply Management Handbook in Schools under Chumphon Primary Educational Service Area Office 2

Abstract
This research is research and development the purposes of this research were to: 1) study the problems of supply management in schools, 2) develop the supply management handbook in schools, and 3) evaluate the suitability of the supply management handbook in schools under Chumphon Primary Educational Service Area Office 2. The research procedure consisted of three steps as follows. Step 1 was used to study the problems of supply management in schools. The sample of 148 respondents including school administrators and supply officers were selected by simple random sampling. Data were collected by using a questionnaire with a reliability of 0.99. Step 2 was used to develop the supply management handbook in schools, which content validity was evaluated by five experts. Step 3 was used to evaluate the suitability of the supply management handbook in schools. The sample were 41 respondents including school administrators and supply officers selected by purposive sampling. Data were collected by using a suitability questionnaire of the supply management handbook with a reliability of 0.93 and were analyzed by using basic statistics including mean and standard deviation. The research findings were as follows. 1) The problems of supply management in schools in overall and each aspect was at a moderate level.2) The development of the supply management handbook showed that the component regarding content of the handbook was complete and comprehensive, which was compliant with Government Procurement and Supplies Management Act B.E. 2560 and Regulation of the Ministry of Finance on Government Procurement and Supplies Management B.E. 2560, which content validity index ranged from 0.80 – 1.00. 3) The suitability of the handbook in overall was at a very high level.
