บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาแนวปฏิบัติที่ดีของการบริหารงานวิจัยจากมหาวิทยาลัยวิจัยแห่งชาติ 9 แห่ง และสถาบันอุดมศึกษาด้านพาณิชย์นาวีทั้งในและต่างประเทศ 2) ศึกษาสภาพความต้องการของการบริหารงานวิจัยเพื่อเสริมสร้างขีดความสามารถด้านการวิจัยและนวัตกรรมของสถาบันอุดมศึกษาด้านพาณิชย์นาวี เป็นการวิจัยแบบผสานวิธี การวิจัยเชิงคุณภาพ ผู้วิจัยใช้แบบสัมภาษณ์เชิงลึกกึ่งโครงสร้าง ในการรวบรวมข้อมูลจากผู้บริหาร และหัวหน้าศูนย์วิจัยสถาบันอุดมศึกษาด้านพาณิชย์นาวี 9 ท่าน การวิจัยเชิงปริมาณ ผู้วิจัยใช้แบบสอบถามสภาพความต้องการจำเป็นโดยเก็บข้อมูลจากผู้บริหาร คณาจารย์ นักวิชาการ และเจ้าหน้าที่ จำนวน 123 คน สถิติที่ใช้วิเคราะห์ข้อมูลได้แก่ ความถี่ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และดัชนีค่าความต้องการจำเป็น (Modified Priority Needs Index ; PNImodified) นำมาสังเคราะห์และจัดลำดับความจำเป็นของการบริหารงานวิจัยเพื่อเสริมสร้างขีดความสามารถด้านการวิจัยและนวัตกรรมของสถาบันอุดมศึกษาด้านพาณิชย์นาวี ผลการวิจัย พบว่า จากการศึกษาแนวปฏิบัติที่ดีและการสัมภาษณ์เชิงลึกได้ 6 องค์ประกอบ ซึ่งเรียงลำดับตามค่าดัชนีลำดับความสำคัญของความต้องการจำเป็น ดังนี้ 1) ด้านทุนสนับสนุน 2) ด้านนักวิจัยและการพัฒนานักวิจัย 3) ด้านการเชื่อมโยงเครือข่าย 4) ด้านหน่วยงานและโครงสร้างพื้นฐาน 5) ด้านผลงานวิจัยและนวัตกรรม และ 6) ด้านนโยบายวิจัยและนวัตกรรม
