บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการพัฒนาแผนยุทธศาสตร์ของสำนักงานเขตประเวศ กรุงเทพมหานคร 2) เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาแผนยุทธศาสตร์ จำแนกตามปัจจัยส่วนบุคคล และ 3) เพื่อศึกษาปัญหา อุปสรรคและข้อเสนอแนะต่อการมีส่วนร่วมของประชาชนในการพัฒนาแผนยุทธศาสตร์ โดยเป็นการวิจัยแบบผสม มีกลุ่มตัวอย่าง 400 คน เครื่องมือที่ใช้เป็น แบบสอบถามและแบบสัมภาษณ์ ข้อมูลเชิงปริมาณใช้การสุ่มแบบหลายขั้นตอน เครื่องมือเป็นแบบสอบถามได้ค่าความเชื่อมั่น 0.92 วิเคราะห์ข้อมูลโดยหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐาน ส่วนข้อมูลเชิงคุณภาพเลือกโดยวิธีเจาะจง ใช้วิธีการสัมภาษณ์เชิงลึกและการจัดกิจกรรมสนทนากลุ่ม ใช้เทคนิคการวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า การมีส่วนร่วมของประชาชนในการพัฒนาแผนยุทธศาสตร์ของสำนักงานเขตประเวศ กรุงเทพมหานคร อยู่ในระดับปานกลาง ผลการเปรียบเทียบเกี่ยวกับการมีส่วนร่วม พบว่า ประชาชนที่มีเพศ อายุ ระดับการศึกษา อาชีพ รายได้เฉลี่ยต่อเดือน โดยรวมแตกต่างกัน ข้อเสนอแนะ พบว่า ประชาชนควรเข้าไปมีส่วนร่วมกับหน่วยงานของรัฐพิจารณาถึงปัญหาและความเดือดร้อนของประชาชนในชุมชนเป็นหลัก ควรมีการคัดเลือกตัวแทนคณะกรรมการในการจัดทำแผนพัฒนายุทธศาสตร์ ควรจัดให้ผลประโยชน์สาธารณะตกกับประชาชนให้มาก และควรมีการติดตามประเมินผลตามแผนพัฒนายุทธศาสตร์ทุก 4 เดือน
