บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบการเสริมสร้างความมั่นคงและความปลอดภัยด้านอาหาร (ผักปลอดภัย) ระดับครัวเรือนและชุมชนในจังหวัดลพบุรี ใช้วิธีการวิจัยเชิงคุณภาพโดยศึกษาจากโครงการอาหารปลอดภัย (ผักปลอดภัย) ที่ส่งเสริมและสนับสนุนการดำเนินการโดยหน่วยจัดการจังหวัดระดับที่มีจุดเน้นสำคัญ (สสส) จังหวัดลพบุรี จำนวน 12 พื้นที่ เก็บรวบรวมข้อมูลโดยใช้การสนทนากลุ่มจากตัวแทนของผู้มีส่วนสำคัญ รวม 63 คน และใช้การศึกษาบริบทและการสำรวจชุมชน การสังเกตแบบไม่มีส่วนร่วม และศึกษาเอกสารประกอบด้วย ตรวจสอบข้อมูลแบบสามเส้าด้านข้อมูลและด้านวิธีการเก็บข้อมูล วิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหาโดยการจำแนกชนิดข้อมูลแบบไม่ใช้ทฤษฎี ผลการวิจัยพบว่า รูปแบบการเสริมสร้างความมั่นคงและความปลอดภัยด้านอาหาร (ผักปลอดภัย) ระดับครัวเรือนและชุมชนในจังหวัดลพบุรี เป็นดังนี้ 1) ปัจจัยสำคัญที่ก่อให้เกิดความสำเร็จ คือ การมีกลไกการทำงาน ข้อมูล ข้อตกลง ภาคีเครือข่าย การเติมความรู้และพัฒนาทักษะ การสร้างกระบวนการเรียนรู้จากการปฏิบัติจริงจนสามารถเป็นแหล่งเรียนรู้เพื่อการขยายผล 2) กิจกรรมสำคัญ ได้แก่ การพัฒนาสู่ “ความมั่นคงทางด้านอาหารในชุมชนอย่างยั่งยืน” โดยการสร้าง “พื้นที่” และ “โอกาส” ให้เกิดกระบวนการเรียนรู้จากการปฏิบัติงานจริง ลงพื้นที่ติดตาม การประเมินเชิงผลลัพธ์ และการสรุปบทเรียน และ 3) เครื่องมือสำคัญ ได้แก่ สุนทรียสนทนา การเตรียมก่อนการปฏิบัติงาน การทบทวนหลังการปฏิบัติงาน การใช้บันไดผลลัพธ์ การประเมินเชิงผลลัพธ์ การประเมินแบบเสริมพลัง และการใช้สื่อประชาสัมพันธ์
