Abstract

The research aimed to study 1) the smuggling of fuel in Songkhla Province and 2) the management situation of fuel stations. 3) It also aimed to propose a risk management model for fuel smuggling in Songkhla Province. This research is mixed-methods research. The population used in this study was selected from a total of 268 people who were involved in fuel smuggling. Interviews with fuel station executives and answers to questionnaires by fuel station executives were used. The instruments for collecting data are observation forms, interview forms, and questionnaires. Data analysis is the analysis of data using grounded theory, thematic analysis, and descriptive statistics analysis.

The results of the research revealed that: 1) Most of the fuel stations had income from the sale of fuel alone. Some stations have implemented risk management to some extent but still lack understanding. 2) Fuel stations lack factors that help increase revenue. Some places still lack good operational processes, good public relations, and factors for implementing risk management policies. 3) There are at least five risk management models for fuel stations in Songkhla province that can be used effectively. The five models are as follows: (1) increasing new income and maintaining existing income; (2) customer relationship management; (3) upgrading service standards beyond expectations; (4) developing the potential to be more than just a fuel station; and (5) public relations that customers want.
