บทคัดย่อ
การวิจัยมีวัตถุประสงค์เพื่อ 1) ศึกษาวิธีการลักลอบนำเข้าน้ำมันเชื้อเพลิงในจังหวัดสงขลา 2) ศึกษาสภาพการบริหารจัดการ 3) เสนอรูปแบบการบริหารจัดการความเสี่ยงจากการลักลอบน้ำมันเชื้อเพลิงในจังหวัดสงขลา เป็นการวิจัยแบบผสมผสาน ประชากรจำนวนทั้งสิ้น 268 ราย โดยสัมภาษณ์ผู้เกี่ยวข้องกับการลักลอบน้ำมันเชื้อเพลิง สัมภาษณ์ผู้บริหารสถานีบริการน้ำมันเชื้อเพลิง และตอบแบบสอบถามโดยผู้บริหารสถานีบริการน้ำมันเชื้อเพลิง สำหรับเครื่องมือในการเก็บรวบรวมข้อมูลเป็นบันทึกการสังเกตการณ์ บันทึกการสัมภาษณ์ และแบบสอบถาม ด้านการวิเคราะห์ข้อมูลเป็นการวิเคราะห์ข้อมูลสู่การสร้างทฤษฎีฐานราก การวิเคราะห์ข้อมูลแบบแก่นสาระ และวิเคราะห์ข้อมูลโดยสถิติเชิงพรรณนา
ผลการวิจัยพบว่า 1) สถานีบริการน้ำมันเชื้อเพลิงส่วนใหญ่มีรายได้จากการขายน้ำมันเชื้อเพลิงเพียงอย่างเดียว บางสถานีได้นำการบริหารความเสี่ยงมาใช้บ้างแล้วแต่ยังขาดความเข้าใจ 2) สถานีบริการบางแห่งขาดปัจจัยที่ช่วยส่งเสริมรายได้ ขาดกระบวนการปฏิบัติงานที่ดี ขาดการโฆษณาประชาสัมพันธ์ และขาดปัจจัยในการดำเนินนโยบายเกี่ยวกับการบริหารความเสี่ยง 3) รูปแบบการบริหารจัดการความเสี่ยงของสถานีบริการน้ำมันเชื้อเพลิงในจังหวัดสงขลาที่จะนำมาใช้ให้เกิดประสิทธิผลได้ มีอย่างน้อย 5 รูปแบบ ได้แก่ (1) การเพิ่มรายได้ใหม่และรักษารายได้เดิม (2) การบริหารสัมพันธภาพ (3) การยกระดับมาตรฐานการให้บริการที่เหนือความคาดหวัง (4) การพัฒนาศักยภาพให้เป็นมากกว่าสถานีบริการน้ำมันเชื้อเพลิง และ (5) การประชาสัมพันธ์ที่ลูกค้าต้องการ
