OTOP and Human Resource Development: An Analysis of problems and obstacles toward Endogenous Development

Abstract

The purposes of this research were to study problems and obstacles in developing human resources under the project One Tambon, One Product (OTOP) and to use the results of the study to develop policy recommendations as well as guidelines or a model for human resource development. This study was qualitative research conducted using the in-depth interview method. It was found that the OTOP was a project that gave little concern to human resource development, causing a lack of balance between economic development, human resource development, and community development. As well as a group of community-based OTOP entrepreneurs who had only one part. Thus, the development of human resources that are still within the community also occurs only in part with the development of human resources under the OTOP project because of the lack of spiritual installation of human resource development. For human resource development in knowledge and human resource development in training, it focused on the development of the economy rather than human resource development and community development. From the results, the researcher therefore used the results of the study to develop a policy recommendation called Human Resource Development Mechanism (New) under the OTOP project.
