The Strategies of Reading Development Based on Community Innovation of The Office of Non-Formal Education and Informal Education, Khon Kaen Province

Abstract
This research aims to study the current problems, desired conditions, and guidelines for developing reading quality using community-based innovation. It also aims to develop, test, and evaluate/improve strategies to drive the development of reading quality using community innovation as a base, with the population being government teachers, volunteer teachers, etc. Sub-district Non-Formal and Informal Education teachers and personnel under the office NFE, Khon Kaen Province, totaling 269 people. The tools used in the research are guidelines and assessments of strategies for driving reading quality development using community-based innovation. Data were analyzed using descriptive statistics: percentage, progress percentage, mean, and standard deviation. The research results found that the current problems of promoting activities to promote reading using community innovation as a base are the procurement of media and development of learning resources, community innovation development, personnel development, supervision, monitoring, and evaluation, and promoting the participation of network partners. From the above problem conditions, seven strategies were developed to drive the development of reading quality, as follows: 1) Khon Kaen City of Reading Strategy to increase knowledge in the digital age; 2) Strategy to mobilize all sectors to drive reading promotion activities; 3) Strategy to create an atmosphere, environment, and media that is conducive to promoting reading; 4) Strategy to develop a management system for activities to promote quality reading; 5) Strategy to develop community innovation to create Khon Kaen a city of reading; 6) Strategy to develop target groups of all ages to have reading habits with community innovation to promote reading; 7) Strategy to develop digital technology towards community innovation to promote reading. The results after using the strategy to drive the development of reading quality using community innovation as a base. Office for the Promotion of Non-Formal and Informal Education, Khon Kaen Province It was found to have developed at the highest level.
