การปรับโครงสร้างและอำนาจหน้าที่ราชการส่วนภูมิภาค เพื่อบูรณาการการบริหารราชการแผ่นดิน

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการปรับปรุงการปกครองส่วนภูมิภาคและการปกครองส่วนท้องถิ่น เพื่อให้จังหวัดสามารถบูรณาการบริการสาธารณะ สู่ประชาชนได้อย่างมีประสิทธิภาพ และเกิดประสิทธิผล เป็นการวิจัยเชิงคุณภาพ มีการวิเคราะห์เอกสารและการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญ จำนวน 20 ท่าน ด้วยแบบสัมภาษณ์ที่มีการตรวจสอบเครื่องมือตามหลักเกณฑ์ระเบียบวิธีวิจัยด้วยผู้เชี่ยวชาญ 5 ท่าน ใช้การวิเคราะห์เชิงพรรณาในการนำเสนอ ผลการวิจัยพบว่าประเทศไทย การปฏิรูปการปกครองให้เข้าสู่ความเป็นรัฐสมัยใหม่ ที่มีประจักษ์เด่นชัด คือ สมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว รัชกาลที่ 5 ต้องปรับตัวให้ทันและป้องกันการถูกรุกรานจากประเทศ มหาอำนาจสำหรับการปกครองส่วนภูมิภาคนั้นทั้งของฝรั่งเศสและของไทยมีลักษณะและเป้าหมายคล้ายกัน นั้นคือ การขยายอำนาจจากส่วนกลางไปสู่ส่วนภูมิภาคมากขึ้น กรณีของญี่ปุ่นเป็นการรวมตัวกันของกลุ่มบ้านต่าง ๆ เป็นหมู่บ้านเพื่อรวมกันจัดการกิจการและกิจกรรมของหมู่บ้าน ในประเทศอังกฤษ มีความคล้ายคลึงในกำเนิดกับญี่ปุ่น การปกครองท้องถิ่นไทย ได้รับการปฏิรูปอย่างจริงจังเมื่อการประกาศใช้รัฐธรรมนูญแห่งราชอาณาจักรไทย พ.ศ. 2540 และการประกาศใช้ พ.ร.บ. ขั้นตอนการกระจายอำนาจฯ พ.ศ. 2542 จากการศึกษาสมารถสรุปได้ดังนี้ (1) โครงสร้างการปกครองท้องถิ่นยังไม่มีความพร้อมที่จะปฏิบัติหน้าที่ที่ได้รับมอบหมาย (2) มีความซ้ำซ้อนของภารกิจ (3) ราชการส่วนภูมิภาคยังมีความจำเป็นในการจัดรูปการบริหารปกครองในปัจจุบันที่มีการเปลี่ยนแปลงทุกด้าน (4)การปฏิรูปราชการบริหารส่วนกลาง ส่วนภูมิภาค ขาดเอกภาพ ขาดการบูรณาการ แนวทางแนวทางการปรับปรุงการปกครองส่วนภูมิภาคและการปกครองส่วนท้องถิ่น มีด้วยกัน 8 ข้อ ดังรายละเอียดในบทความ
