บทคัดย่อ
นโยบายบัตรสวัสดิการแห่งรัฐกับการพัฒนาคุณภาพชีวิตคนจน ถือเป็นเรื่องใหม่สำหรับประชาชน ดังนั้น จึงไม่แปลกหากระหว่างการดำเนินนโยบายจะมีปัญหาและอุปสรรคเกิดขึ้นบ้าง นั่นเป็นเรื่องในทางเทคนิคที่จะไปดำเนินการปรับปรุงแก้ไข แต่ประเด็นเรื่อง ความตอบโจทย์ของสวัสดิการที่มอบให้ผู้มีรายได้น้อย ผู้เกี่ยวข้องอาจจะต้องมานั่งคิดทบทวนกันใหม่หรือไม่ ว่าตรงใจ ตรงจุด และตรงประเด็นที่ผู้มีรายได้น้อยต้องการอย่างแท้จริง และมาตรการพัฒนาคุณภาพชีวิตผู้มีบัตรสวัสดิการแห่งรัฐ ซึ่งเป็นโครงการให้ความช่วยเหลือระยะที่ 2 ให้แก่ผู้ที่ผ่านการตรวจสอบในโครงการลงทะเบียนเพื่อสวัสดิการแห่งรัฐ ปี 2560 โดยมีสาระสำคัญมีหลักการในการดำเนินงานจัดทำโครงการเพื่อรองรับมาตรการพัฒนาคุณภาพชีวิต มีมาตรการส่งเสริมให้พัฒนาตนเอง และมาตรการภาษีเพื่อสนับสนุนการพัฒนาผู้มีบัตรสวัสดิการแห่งรัฐ เพื่อจัดทำสวัสดิการให้กับคนจนให้มีชีวิตที่ดีขึ้นต่อไป
