นโยบาย กฎหมายและข้อบังคับที่เกี่ยวข้องกับความปลอดภัยในชีวิตและทรัพย์สินของนักท่องเที่ยวในเมืองพัทยา

บทคัดย่อ
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษานโยบายด้านกฎหมายและข้อบังคับที่เกี่ยวข้องกับความปลอดภัยในชีวิตและทรัพย์สินนักท่องเที่ยว รวมไปถึงการดำเนินการตามนโยบายและกฎหมาย ตลอดจนข้อบังคับของผู้มีส่วนเกี่ยวข้องกับการดูแลงานความปลอดภัยของนักท่องเที่ยว การดำเนินการศึกษาใช้วิธีค้นคว้าจากเอกสารและการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลหลัก 15 ท่าน ผลการศึกษาพบว่า มีนโยบาย กฎหมาย และข้อบังคับต่าง ๆ ที่เกี่ยวข้องการกับส่งเสริมความปลอดภัยของนักท่องเที่ยว บังคับใช้กับบุคลากรที่มีส่วนเกี่ยวข้องในอุตสาหกรรมท่องเที่ยว เช่น ผู้ประกอบการธุรกิจ นักการโรงแรม ผู้จัดทัวร์นำเที่ยว มัคคุเทศก์ และเจ้าหน้าที่ตำรวจ นอกจากนี้ยังพบว่า มาตรการความปลอดภัยที่หน่วยงานภาครัฐใช้แตกต่างกันระหว่างช่วงเวลาปกติกับช่วงเทศกาล ส่วนหน่วยงานภาคเอกชนก็ได้ดำเนินมาตรการด้านความปลอดภัยที่ใช้ป้องกันอันตรายแก่นักท่องเที่ยวด้วยเช่นกัน เช่น การติดป้ายประกาศเตือนภัย การติดตั้งกล้องวงจรปิด เป็นต้น อย่างไรก็ตาม ในทางปฏิบัติ การบังคับใช้กฎหมายและข้อบังคับต่าง ๆ โดยเฉพาะหน่วยงานภาครัฐ จำเป็นต้องได้รับการปรับปรุง เห็นจากอัตราการเกิดอาชญากรรมที่เกิดขึ้นกับนักท่องเที่ยวในเมืองพัทยายังมีอย่างต่อเนื่อง
