การจัดการอุทกภัยในภาวะวิกฤตของไทย

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์ คือ (1) เพื่อศึกษาวิธีการจัดการเพื่อแก้ไขปัญหาอุทกภัยในภาวะวิกฤต (2) เพื่อวิเคราะห์ปัจจัยที่มีผลต่อการแก้ไขปัญหาอุทกภัยในภาวะวิกฤต เป็นการวิจัยเชิงคุณภาพ โดยศึกษา 4 พื้นที่ ได้แก่ จังหวัดปทุมธานี พ.ศ. 2554, กรุงเทพมหานคร พ.ศ. 2554, จังหวัดสุราษฎร์ธานี พ.ศ. 2560, จังหวัดนครศรีธรรมราช พ.ศ. 2560 เก็บรวบรวมข้อมูลกลุ่มผู้ให้ข้อมูล จำนวน 6 กลุ่ม ได้แก่ 1) กลุ่มผู้บริหารระดับนโยบาย 2) กลุ่มผู้บริหารระดับภูมิภาค 3) กลุ่มผู้บริหารท้องถิ่น 4) กลุ่มนักวิชาการ 5) กลุ่มผู้ปฏิบัติงานที่เกี่ยวข้องกับอุทกภัย 6) กลุ่มประชาชนผู้มีส่วนได้ส่วนเสีย ผ่านการสัมภาษณ์เชิงลึก โดยการสนทนากลุ่มและมีการตรวจสอบแบบสามเส้า ผลวิจัยพบว่า การจัดการอุทกภัยในภาวะวิกฤตนั้นต้องจัดการแก้ไขปัญหาที่เกิดขึ้นให้เหลือน้อยที่สุด ด้วยความรวดเร็วตามบริบทพื้นที่ในช่วงเวลานั้น ๆ และเป็นไปตามกฎหมาย ไม่กระทบสิทธิประชาชนและการปฏิบัติงานของหน่วยงานที่เกี่ยวข้อง และควรมีการศึกษาเชิงลึกถึงการนำแนวคิดระบบบัญชาการเหตุการณ์มาใช้ เพื่อเป็นกรอบแนวทางในการปฏิบัติงาน อีกทั้งควรมีการศึกษาเปรียบเทียบในเรื่องของการจัดการอุทกภัยในภาวะวิกฤตระดับนานาชาติ ความร่วมมือ หรือการบูรณาการบทบาทในระดับภูมิภาคเอเชียตะวันออกเฉียงใต้ เพื่อจะได้นำข้อมูลมาใช้ในการจัดการอุทกภัยให้มีประสิทธิภาพมากขึ้น
