การพัฒนาเขตเศรษฐกิจพิเศษของประเทศไทย: การศึกษาวิเคราะห์จากมุมมองของวิชาการบริหารการพัฒนา

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์ (1) เพื่อศึกษาลักษณะของการบริหารและดำเนินการในเรื่องเขตเศรษฐกิจพิเศษ พ.ศ. 2558 - พ.ศ. 2559 (2) เพื่อนำเสนอผลงานพร้อมกับระบุปัญหาและอุปสรรคที่เกิดขึ้น รวมถึงความสัมพันธ์กับหลักการปกครองและบริหารงานภาครัฐ (3) เพื่อวิเคราะห์และเสนอแนะความเห็นเกี่ยวกับการนำความรู้ในด้านวิชาการบริหารการพัฒนามาประยุกต์ใช้ เป็นการวิจัยเชิงคุณภาพ โดยศึกษาจากเอกสารและการสังเกตการณ์ในพื้นที่ เมื่อได้ข้อมูลแล้ว จึงนำมาวิเคราะห์และเรียบเรียงเพื่อนำแสนอเป็นรายงานผลการศึกษาตามวัตถุประสงค์ที่ตั้งไว้ ผลการวิจัยพบว่า การตัดสินใจลงมือทำเรื่องเขตพื้นที่เศรษฐกิจพิเศษของประเทศไทย มาจากหัวหน้าคณะผู้รักษาความสงบเรียบร้อยแห่งชาติ (คสช.) พลเอกประยุทธ จันทร์โอชา เนื่องจากเหตุผลทางการเมืองในการผูกมิตรกับประเทศเพื่อนบ้านไว้เพื่อเป็นหลักประกันผลประโยชน์แห่งชาติ โดยได้จัดตั้งโครงการเขตพัฒนาเศรษฐกิจพิเศษ 10 จังหวัด มีมูลค่าการลงทุนรวมได้ 22,650 ล้านบาท แต่ไม่ประสบความสำเร็จเนื่องจากประเทศไทยไม่ได้รับสิทธิพิเศษทางอัตราภาษีศุลกากร (GSP) จากสหรัฐ-สหภาพยุโรป ทำให้ผู้ประกอบการหันไปตั้งโรงงานในนิคมหรือเขตเศรษฐกิจพิเศษของประเทศเพื่อนบ้านที่อยู่ตรงข้ามกันแทน และการสนับสนุนเชิงนโยบายของรัฐบาลในการลงทุนจะเป็นการเสริมศักยภาพให้กับทุกภาคส่วน ทั้งหน่วยงานภาครัฐ ภาคเอกชน และภาคประชาชน ซึ่งเกิดจากการดำเนินงานด้วยการวางแผน การบริหารจัดการ และการติดตามประเมินผล เพื่อให้เกิดประสิทธิภาพและประสิทธิผล
