บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาศักยภาพในการบริหารงานคลังขององค์การบริหารส่วนตำบลในพื้นที่สามจังหวัดชายแดนภาคใต้ และเพื่อเปรียบเทียบศักยภาพในการบริหารงานคลัง ตามความคิดเห็นของบุคคลากรองค์การบริหารส่วนตำบลในพื้นที่สามจังหวัดชายแดนภาคใต้ เป็นการวิจัยแบบผสมผสาน ในส่วนของการวิจัยวิเคราะห์ข้อมูลด้วย ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าที ค่าเอฟ และค่าสถิติสหสัมพันธ์อย่างง่ายของเพียร์สัน และการวิจัยเชิงคุณภาพ ใช้กลุ่มตัวอย่างคือบุคลากรขององค์การบริหารส่วนตำบลในพื้นที่สามจังหวัดชายแดนภาคใต้ จำนวน 238 คน ผู้ให้ข้อมูลสำคัญคือนายกองค์การบริหารส่วนตำบล ปลัดองค์การบริหารส่วนตำบล หัวหน้าสำนักงานปลัดองค์การบริหารส่วนตำบล ผู้อำนวยการกองคลัง/หัวหน้าส่วนการคลังขององค์การบริหารส่วนตำบลในพื้นที่สามจังหวัดชายแดนภาคใต้ จำนวน 19 คน ผลการศึกษาพบว่า (1) ปัจจัยด้านการบริหารที่ส่งผลต่อศักยภาพมากที่สุดคือ ด้านโครงสร้างและระบบงาน ส่วนปัจจัยที่มีส่งผลต่อศักยภาพน้อยที่สุดคือ ด้านการมีส่วนร่วมของประชาชน (2) องค์การบริหารส่วนตำบลในพื้นที่สามจังหวัดชายแดนภาคใต้มีศักยภาพในการบริหารงานคลังอยู่ในระดับปานกลาง ซึ่งมีศักยภาพด้านการเพิ่มคุณภาพการให้บริการมากที่สุด ส่วนด้านการปรับปรุงประเภทและอัตราภาษี มีศักยภาพน้อยที่สุด (3) ปัจจัยด้านพื้นที่ เพศ อายุ ระดับการศึกษา รายได้เฉลี่ยต่อเดือน ตำแหน่งปัจจุบันและระยะเวลาในการปฏิบัติงานที่ต่างกัน มีความคิดเห็นต่อศักยภาพในการบริหารงานคลังแตกต่างกัน และ (4) ปัจจัยด้านการบริหารในภาพรวมและรายด้านทุกด้าน จะส่งผลต่อศักยภาพในการบริหารงานคลังขององค์การบริหารส่วนตำบลในพื้นที่สามจังหวัดชายแดนภาคใต้ ในภาพรวม และรายได้ทุกด้าน
