การจัดการภาครัฐแนวใหม่ของสำนักงานส่งเสริมปกครองท้องถิ่นจังหวัดชัยนาท

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการจัดการภาครัฐแนวใหม่และระดับการพัฒนาท้องถิ่นของสำนักงานส่งเสริมปกครองท้องถิ่นจังหวัดชัยนาท 2) ได้แนวทางการพัฒนาการจัดการภาครัฐแนวใหม่ของสำนักงานส่งเสริมปกครองท้องถิ่นจังหวัดชัยนาท เป็นการวิจัยแบบผสานวิธี กลุ่มประชากรที่ใช้ คือ ผู้บริหาร หัวหน้าส่วนงาน บุคลากร ในเขตพื้นที่สำนักงานส่งเสริมปกครองท้องถิ่น จังหวัดชัยนาท จำนวน 40 คน และกลุ่มผู้ให้ข้อมูลสำคัญใช้วิธีแบบเจาะจงจากตำแหน่งงาน คือ ผู้บริหาร หัวหน้าส่วนงาน จำนวน 13 คน ได้มาโดยการกำหนดขนาดกลุ่มตัวอย่างตารางเปรียบเทียบของ (Krejcie & Morgan, 1970) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามและแบบสัมภาษณ์แบบมีโครงสร้าง วิเคราะห์ข้อมูลใช้โปรแกรมสำเร็จรูปทางสถิติ ได้แก่ การแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ตรวจสอบคุณภาพแบบสอบถามโดยดัชนีความสอดคล้อง (IOC) ไม่น้อยกว่า 0.5 ผลการวิจัยพบว่า 1) ระดับการจัดการภาครัฐแนวใหม่ของสำนักงานส่งเสริมปกครองท้องถิ่นจังหวัดชัยนาท โดยรวมอยู่ในระดับมาก ศึกษารายด้านพบว่า ด้านการเสริมสร้างวินัยการใช้จ่ายงบประมาณ ด้านการปรับเปลี่ยนกระบวนการและวิธีการทำงาน อยู่ในระดับมากสุด ส่วนด้านการสร้างบริการที่มีคุณภาพแก่ประชาชน ด้านการสนับสนุนการพัฒนาบุคลากร ด้านการให้ความสำคัญกับผลการปฏิบัติงาน อยู่ในระดับมาก 2) ระดับการพัฒนาท้องถิ่นของสำนักงานส่งเสริมปกครองท้องถิ่นจังหวัดชัยนาท โดยรวมอยู่ระดับมาก ศึกษารายด้าน พบว่า ด้านการสื่อสารโทรคมนาคมพื้นฐาน อยู่ในระดับมากสุด ส่วนด้านการประปาและระบบการส่งน้ำจืด ด้านคุณภาพชีวิต ด้านการส่งเสริมอาชีพชุมชน อยู่ในระดับมาก 3) แนวทางการพัฒนาการจัดการภาครัฐแนวใหม่ พบว่า ด้านการให้ความสำคัญกับผลการปฏิบัติงานและด้านการสนับสนุนการพัฒนาบุคลากร
