บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพ ปัญหา และปัจจัย 2) พัฒนากลยุทธ์ 3) ประเมินกลยุทธ์การส่งเสริมการใช้เทคโนโลยีสารสนเทศเพื่อจัดการเรียนรู้ของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากำแพงเพชร เขต 1 และเขต 2 เป็นการวิจัยและพัฒนา มีวิธีการวิจัย 3 ขั้น คือ (1) ศึกษาสภาพ ปัญหา และปัจจัย ใช้แบบสอบถามกับกลุ่มตัวอย่าง 560 คน และการสนทนากลุ่ม (2) พัฒนากลยุทธ์การส่งเสริมโดยการวิเคราะห์เอกสาร และใช้วิธีการสัมภาษณ์ 12 คน จาก 3 โรงเรียน ที่มีขนาดเล็ก กลาง และใหญ่ และจัดทำร่างกลยุทธ์ โดยการประชุมเชิงปฏิบัติการ และตรวจสอบความสอดคล้องของกลยุทธ์โดยการสัมมนาอิงผู้เชี่ยวชาญ (3) ประเมินกลยุทธ์ที่พัฒนาขึ้น โดยใช้วิธีการสัมภาษณ์ ผลการวิจัยพบว่า 1) สภาพ ปัญหา และปัจจัย มีการส่งเสริมและเปิดโอกาสให้ครูผู้สอนได้ปฏิบัติงานโดยใช้เทคโนโลยีสารสนเทศในการประชุมวางแผนปฏิบัติงาน แต่มีข้อมูลที่ใช้ในการวางแผนไม่เพียงพอ ขาดคู่มือรวบรวมข้อมูลเพื่อติดตามและประเมินผลโครงการที่ชัดเจน แต่สถานศึกษาก็ส่งเสริมปัจจัยที่เกี่ยวข้องกับการใช้เทคโนโลยีสารสนเทศโดยการสร้างเครือข่ายอย่างเป็นระบบและมีประสิทธิภาพ 2) กลยุทธ์ในการส่งเสริม ประกอบด้วย วิสัยทัศน์ 4 พันธกิจ, 4 เป้าประสงค์, 4 ประเด็นกลยุทธ์, 9 กลยุทธ์, 29 ตัวชี้วัด และ 64 มาตรการ และ 3) ผลการประเมินกลยุทธ์ มีความสอดคล้อง ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์
