บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับประสิทธิผลและปัจจัยที่ส่งผลต่อประสิทธิผล 2) พัฒนาและตรวจสอบรูปแบบความสัมพันธ์เชิงสาเหตุของปัจจัยที่ส่งผลต่อประสิทธิผล 3) จัดทำข้อเสนอแนะเชิงนโยบาย เป็นการวิจัยผสมวิธีพหุระยะ 3 ขั้นตอน 1) ศึกษาระดับประสิทธิผลและปัจจัยที่ส่งผลต่อประสิทธิผล โดยการวิเคราะห์เอกสาร จัดสนทนากลุ่ม และสอบถามกลุ่มตัวอย่าง ได้แก่ ผู้บริหารและครู จำนวน 323 คน 2) พัฒนาและตรวจสอบรูปแบบเชิงสมมติฐานกับข้อมูลเชิงประจักษ์ ด้วยโปรแกรมสำเร็จรูป ตรวจสอบความเหมาะสม ความเป็นไปได้ จากผู้ทรงคุณวุฒิ 3) จัดทำข้อเสนอแนะเชิงนโยบาย ตรวจสอบความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์จากผู้ทรงคุณวุฒิ ผลการวิจัยพบว่า 1) ประสิทธิผลและปัจจัยที่ส่งผลต่อประสิทธิผลภาพรวมอยู่ในระดับมากที่สุด ประสิทธิผล ได้แก่ ความพึงพอใจของผู้ปกครอง คุณภาพการปฏิบัติงานของครูและบุคลากรทางการศึกษา คุณภาพของนักเรียน คุณภาพผู้บริหาร และความพึงพอใจของครู ส่วนปัจจัยที่ส่งผลต่อประสิทธิผล ได้แก่ ด้านครู ผู้บริหาร โรงเรียน ปัจจัยภายนอก และนักเรียน 2) รูปแบบมีความสอดคล้องกลมกลืนกับข้อมูลเชิงประจักษ์ 3) ข้อเสนอแนะเชิงนโยบาย จากลำดับค่าน้ำหนักคะแนนของตัวแปรสังเกตได้ คือ สนับสนุนให้นักเรียนไปใช้ห้องปฏิบัติการและสิ่งอำนวยความสะดวกในมหาวิทยาลัย โรงเรียนมีบรรยากาศเอื้อต่อการเรียนรู้ มีการป้องกันและแก้ไขอุบัติเหตุ อุบัติภัย หอพักนักเรียนมีความปลอดภัย มีสาธารณูปโภคที่สะดวก ผู้บริหารนำความรู้ แนวคิด วิธีการ เทคโนโลยีที่มีประสิทธิภาพมาใช้ในการบริหารจัดการ กำหนดเงื่อนไขคุณสมบัติของผู้เรียนด้านผลสัมฤทธิ์ทางการเรียนที่จะเข้าศึกษาต่อระดับชั้นมัธยมศึกษาปีที่ 1 และ 4 สนับสนุนให้ครูมีความรู้ ความสามารถ และประสบการณ์ตรงตามวิชาเอก
