บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อสะท้อนให้เห็นในประเด็น 1) ปัญหาหลักของบริการสาธารณะองค์กรปกครองส่วนท้องถิ่นไทย 2) แนวทางการแก้ไขปัญหาของบริการสาธารณะองค์กรปกครองส่วนท้องถิ่นไทย ด้วยกลไกท้องถิ่นภิวัตน์ 3) ความท้าทายภายใต้กระแสโลกาภิวัตน์ และ 4) นำเสนอพลวัตการปรับตัวบริการสาธารณะองค์กรปกครองส่วนท้องถิ่นไทย ด้วยกลไกท้องถิ่นภิวัตน์ภายใต้กระแสโลกาภิวัตน์ ประกอบด้วย 1) การพัฒนาสมรรถนะด้านการให้บริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นไทย โดยการพัฒนาบุคลากรภายใน
องค์กรปกครองส่วนท้องถิ่นไทย ให้มีสมรรถนะด้านการให้บริการสาธารณะในระดับสมรรถนะที่คาดหวัง 2) การจัดบริการสาธารณะที่ดี ควรจัดทำในรูปแบบกิจการพาณิชย์และกิจการเพื่อสังคมใช้เทคโนโลยีช่วย และ 3) การส่งเสริมธรรมาภิบาลระดับโลกในอนาคต
