Abstract

This research aims to study about the problem and the obstacle of the operation and analyze the potential of the operation’s factors of Center of Excellence and Key Performance Indicator (KPIs) as the guideline to develop to be the Innovation Park. The population of this study is the 8 centers of Rajamangala University of Technology Lanna Chiang Mai that were audited. The data collected by using the in-depth interview on the purposive sampling that include the management and/or the responsible department. The results of the research showed that 1. The management found the problem and obstacle in operating the operation which include the limitation of administrative missions which lead to the lack of understanding in the details about the quality of education for excellence performance. 2. The faculty members encountered the problem the obstacle in the operation which include the issue about many lecturers who have no training about the knowledge of the criteria of the quality of the education for performance excellence. 3. The staff found the problem and obstacle in the operation which include having the knowledge and understanding about the criteria of the quality of education for performance excellence and acknowledge about the detail of the KPIs. 4. In terms of the policy found out that the problem and obstacle in the operation include the clarity of the strategies for the efficacy and effective performance and lead to the factual benefit. 5. In terms of the budget found the problem and obstacle in operation that include the insufficient budget allocation to meet the actual needs or the budgets are not covered in the part that related to the quality assurance. The guideline for the development of the Center of Excellence should focus as follows: 1. Organize the training program to provide the knowledge and understanding and set the guideline for enhancing the experience and educational quality criteria for performance excellence. 2. Create the framework and guideline for the operation or the clear policy for the practical implementation. 3. Provide the manual about the educational criteria for performance excellence for the actual operation or provide the online course for practicing. 4. Provide appropriate budget allocation to consistent with the number of the indicators. 5. Set up the training guideline or exchange of learning on the quality criteria for performance excellence. As well as providing the manual or program/short course or online training course to educate the knowledge and understanding about the quality educational criteria for performance excellence.
