Problems and Obstacles on Procurement of Local Administration Organization

Abstract

This research aims are follows: 1) Studying the methods and algorithms on procurement for improving according to the Government Procurement and Supplies Management Act B.E. 2560. 2) Investigation to problems and obstacles an implementation of the local administration organization under the Government Procurement and Supplies Management Act B.E. 2560.The local general administrative organization that is the target group is the Provincial Administrative Organization, which consist of the Provincial Administrative Organization of Lop Buri, Saraburi and Prachin Buri. The interview was conducted with 5 people in each place, a total of 15. Analysis methods by studying from the documents and interviews of the agencies, then use both data to be processed together. The results of the study showed that: 1) The procurement process starts from the announcement of the procurement plan, the preparation of the report for the purchase or employment, the establishment of the committee for the management of supplies. The procurement method is divided into 3 methods which include to inviting announcements, selection and specific identification methods. 2) Problems and obstacles that are significant factors affecting the procurement process are found in the areas of supply, control, maintenance,  and relevant persons are inapprehensive of the procurement process accordance with the Government Procurement and Supplies Management Act B.E. 2560.
