Strategies for Solving the Problem of Students Cannot Read and Write in the Grade 1-3 of the Civilize Phittaya School in Accordance with the Skills of Education in the 21st Century

The purposes of this study were to investigate the current condition, important causes and factors affecting students who cannot read and write and to find strategies for solving those students in accordance with the goal of education in the 21st century. The tools used in this study were reading and writing assessment test form and the Appreciation-Influence- Control (A.I.C) procedure technique. The population used were the school committee, the school director, a group of teachers and students of the Civilize Phittaya, Mae Chan District in Chiang Rai Province. The study found the following: Reading and writing ability of the Grade 1 student was ranked at the poor level which there were 89.29 percentage of students who can’t read and write, reading and writing ability of the Grade 2 student was ranked at the poor level and reading and writing ability of the Grade 3 student was also ranked at the poor level which there were 61.54 percentage of students who can’t read and write. The important causes and factors effecting students' reading and writing abilities were hill tribe students who used their own language in communication and never learn Thai in the kindergarten class effecting study's problem and difficulty. The lack of morale among teachers causing teachers often stayed temporary, teaching in an unrelated field to the course of study and teachers had many other works. The school management which was done by teachers and they were new graduate teachers lacking of skill and experience, no budget for teacher and educational persons development affecting students’ reading and writing ability. Strategies for solving the problems of inability of reading and writing of the Civilize Phittaya School which found from Appreciation-Influence-Control (A.I.C) procedure technique in accordance with the main goal of the education in the 21st century are to develop students’ reading and writing skills ability to be able to use in communication, todevelop teachers’ skills and increase teacher morale in order to enhance and increase the students’ reading and writing skills ability and to develop administration method and create organization culture.
