Local law enforcement processes: a case study of Nonthaburi municipality and Rangsit municipality

Abstract

Local governments have the power to enact local administrative laws, to enforce their own areas of jurisdiction in order to regulate local operations that are diverse and vary from one locality to another. The purpose of this study was to study the context of each municipality, municipal authority in the management of local jurisdiction according to Public Health Act, B.E. 2535, the problem and obstacles in the performance of the staff’s responsibilities, factors for success and excellent case studies. The study was conducted by interviewing the executives, and those involved in the local law administration process of 2 municipalities, the Office of Public Health and Environment, Municipal of Nonthaburi City, and the Health and Environment Division, of Rangsit municipality.

The results showed that each municipality authority’s context and administration were performed in accordance with the Public Health Act, B.E. 2535. The most common problems that have been reported were nuisances and health hazards business operations. Both municipalities have similar procedures for dealing with similar problems. There is a municipal ordinance to enforce the law to deal with the problem. Problems and management was performed according to the administrative procedures of Public Health Act, B.E. 2535, by municipal officials.  Factors for success and excellent case studies include local legislative procedure, such as local ordinances.
