Abstract

This research aimed to examine the development of the primary health care system under the jurisdiction of Provincial Administrative Organizations (PAOs) and to explore the factors associated with its development. The sample consisted of 360 respondents, including directors, acting directors, or representatives of directors from Queen Sirikit Health Centers and Sub-district Health Promoting Hospitals under the Provincial Administrative Organizations. Data were collected using an online questionnaire and analyzed through descriptive statistics and Chi-square tests with a statistical significance level set at p < 0.05.

The findings revealed that the overall development of the primary health care system under the Provincial Administrative Organizations was at a high level (50.30%). Significant factors associated with the development included the size of the health service units, organizational climate, organizational support, transformational leadership, and community participation (p < 0.05). These results are expected to be beneficial for PAO executives by providing essential information to support policy formulation and guide the strategic direction for further development of the primary health care system.
