The Application of Objectives and Key Results (OKRs) in Public Health Management: A Theoretical and Implementation Framework

The public health situation is becoming more and more complicated, the strategic objectives being updated as a result of the terms used to evaluate confirmed cases. But few are using goal-setting system OKRs — in Thailand, at least. This system in practice leads to OKRs being mixed with traditional KPIs, which are set in the top-down approach and remain relatively uncoupled from real health outcomes, especially in the context of Value-Based Healthcare (VBHC).
This article seeks to provide a conceptual framework and implementation road map for utilizing OKRs in public health management. Document research is the main methodology of this study, using domestic and overseas materials in the field of OKRs, PM, and VBHC.based on this review, the paper proposes an approach to process integration of OKRs and VBHC. The model highlights the importance of integrating strategic objectives into everyday operations and converting these to measurable health delivery across system levels. It also demonstrates the need for continuous monitoring and periodic review to enable adaptive management. In sum, while this framework provides an applied pathway for public health agencies to better link strategy with results and go beyond a focus on spending to support value-based and sustainable management.
