Abstract

This cross-sectional analytical study investigated factors related to achieving the quality development criteria for environmental health services in local administrative organizations, in Health Region 5. The sample consisted of 251 local administrative organizations from 8 provinces in Health Region 5, calculated by Krejcie and Morgan formula, and simple random sampling. Data were collected using a Google Forms questionnaire, which demonstrated a reliability coefficient of 0.99. Data were analyzed using frequency distribution, percentage, mean, standard deviation, and the Chi-square test.

               The study found that Factors significantly associated with achieving the criteria at the 0.05 level included high-potential organizations (e.g., municipalities), characteristics of semi-urban/rural areas, sufficient personnel, high income, adequate public health resources, and robust management systems. Local administrative organizations with these factors achieved the criteria more often than organizations with structural and resource limitations.

               The development for achieving environmental health service systems by local administrative organizations should focus on strengthening public health resource capacity, allocating sufficient personnel, and developing systematic internal management systems, especially for small organizations or rural areas with budget and manpower limitations.
