A Community Waste Bank Model for District-Level Prototype Development: A Case Study of Khao Samo Khon Sub-District Administrative Organization, Tha Wung District, Lopburi Province

Sustainable community waste management thru the waste bank mechanism is an important local policy. This study aimed to evaluate the sustainable development performance for the district-level model waste bank, case study: Khao Samo Khon Sub-district Administrative Organization, Tha Wung District, Lopburi Province. The CIPP Model evaluation framework was applied in this qualitative descriptive research, with cross-sectional data collection. The sample consisted of 20 members of the waste bank fund committee, selected through purposive sampling. The tool used was in-depth interviews, and data were analyzed through content analysis. The study found that the area faced roadside waste problems and upstream waste separation, but the local administrative organization highly accepted the policy. Input factors included social capital, with committees appointed by position, efficient management of existing resources without relying on the budget, a systematic accounting process, and step-by-step problem-solving. The output reflected a cleaner community and increased awareness of waste separation. However, there were still time constraints for the public and confidence in the fund's welfare. The researchers synthesized three models for sustainable development: 1) a model for managing time and infrastructure constraints, 2) a model for enhancing leadership and health networks, and 3) a model for ensuring confidence and community welfare mechanisms. Therefore, local administrative organizations should adapt these models to ensure the sustainable operation of community waste banks.
