การพัฒนาโมเดลธนาคารขยะชุมชนต้นแบบระดับอำเภอ กรณีศึกษา องค์การบริหารส่วนตำบลเขาสมอคอน อำเภอท่าวุ้ง จังหวัดลพบุรี

การจัดการขยะมูลฝอยชุมชนอย่างยั่งยืนผ่านกลไกธนาคารขยะเป็นนโยบายสำคัญระดับท้องถิ่น การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อประเมินผลการดำเนินงานและค้นหาแนวทางการพัฒนาสู่ความยั่งยืนของธนาคารขยะต้นแบบระดับอำเภอ กรณีศึกษา องค์การบริหารส่วนตำบลเขาสมอคอน อำเภอท่าวุ้ง จังหวัดลพบุรี โดยประยุกต์ใช้รูปแบบการประเมิน CIPP Model เป็นการวิจัยเชิงคุณภาพแบบพรรณนา เก็บข้อมูลแบบภาคตัดขวาง กลุ่มตัวอย่างคือ คณะกรรมการกองทุนธนาคารขยะฯ จำนวน 20 คน คัดเลือกแบบเฉพาะเจาะจง เครื่องมือที่ใช้คือแบบสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลโดยวิเคราะห์เชิงเนื้อหา
ผลการศึกษาพบว่า พื้นที่ประสบปัญหาขยะข้างทาง การคัดแยกขยะต้นทาง แต่องค์กรปกครองส่วนท้องถิ่นยอมรับนโยบายในระดับสูง ปัจจัยนำเข้าใช้ทุนทางสังคมแต่งตั้งคณะกรรมการโดยตำแหน่ง บริหารทรัพยากรเดิมอย่างคุ้มค่า โดยไม่ต้องพึ่งพางบประมาณ กระบวนการมีระบบบัญชี การแก้ปัญหาตามลำดับขั้น ผลผลิตสะท้อนว่าชุมชนสะอาดขึ้น เกิดความตื่นตัวในการแยกขยะ แต่ยังมีข้อจำกัดด้านเวลาของประชาชน ความมั่นใจในสวัสดิการกองทุน
แนวทางการพัฒนาสู่ความยั่งยืน ผู้วิจัยได้สังเคราะห์โมเดล 3 รูปแบบ ได้แก่ 1) โมเดลการจัดการข้อจำกัดด้านเวลาและโครงสร้างพื้นฐาน 2) โมเดลการยกระดับผู้นำและเครือข่ายสุขภาพ และ 3) โมเดลหลักประกันความเชื่อมั่นและกลไกสวัสดิการชุมชน ดังนั้น อปท.ควรนำรูปแบบไปปรับใช้เพื่อให้การดำเนินงานธนาคารขยะชุมชนเป็นไปอย่างยั่งยืน
