Factors Influencing Innovation and Technological Competency Among Personnel of the Samut Songkhram Provincial Public Health Office

Abstract

This study aimed to 1) identify the general characteristics, organizational culture, leadership, innovation and technological competence; 2) determine the influence of general characteristics, organizational culture and leadership in innovation and technology on the innovation and technology competency among personnel of the Samut Songkhram Provincial Public Health Office. This survey research studied a sample of 163 personnel. A questionnaire was used to collect data.  Descriptive statistics (frequencies, percentages, means, and standard deviations) and stepwise multiple linear regression, were analyzed.

The results revealed that 1) 75.5% of the respondents were female, with a mean age of 40.19 years. Most of them held a bachelor's degree, were government officials, and had 11 years or more of work experience. In addition, 74.4% had received training related to innovation skills development, or information and communication technology. The overall levels of leadership in innovation and technology were high, whereas organizational culture related to innovation and technology, and innovation and technology competency were moderate. 2) the factors significantly influencing innovation and technology competency (p > 0.05) included a master's degree, non-government official status, length of work experience, training participation, and leadership in innovation and technology.

The findings of this study can serve as a basis for developing personnel competencies in innovation, information and communication technology, and innovation and technology leadership. Such competency development can enhance work performance and support the organization in advancing toward becoming an innovative and technology-oriented organization.
