บทความเรื่องนี้มีจุดมุ่งหมายเพื่อนำเสนอกลยุทธ์การสื่อสารเพื่อส่งต่อนโยบายระบบบริการสุขภาพปฐมภูมิสู่การปฏิบัติ จากนโยบายของกระทรวงสาธารณสุข ภายใต้แนวคิด “ก้าวสู่ระบบสุขภาพปฐมภูมิที่มีคุณภาพภายใต้รูปแบบใหม่ระบบสุขภาพระดับอำเภอ” ที่มีความซับซ้อนสู่ขั้นตอนการปฏิบัติได้ง่ายเชิงพื้นที่ ซึ่งประกอบด้วย การสื่อสารกระบวนการในการประสานความร่วมมือเพื่อจัดบริการสุขภาพปฐมภูมิ การสื่อสารการมีส่วนร่วมระหว่างภาครัฐองค์กรปกครองส่วนท้องถิ่นภาคเอกชนและภาคประชาชน และการสื่อสารเพื่อสร้างความเป็นธรรมด้านสุขภาพและการเข้าถึงบริการสุขภาพ กลยุทธ์การสื่อสารดังกล่าวสามารถนำไปประยุกต์ใช้ในการเชื่อมโยงข้อมูลระหว่างหน่วยบริการระดับปฐมภูมิด้วยพลังแห่งการสื่อสารแบบผสมผสานและต่อเนื่องจะเป็นกลไกสำคัญในการสร้างความเข้าใจที่ถูกต้องสู่การปฏิบัติในระบบสุขภาพระดับอำเภออย่างเป็นรูปธรรมต่อไป
