ภาวะผู้นำ การบริหารสัญญาจ้างก่อสร้าง กับประสิทธิผลการเบิกจ่ายงบประมาณรายจ่ายลงทุน รายการสิ่งก่อสร้างของหน่วยบริการสังกัดสำนักงานปลัดกระทรวงสาธารณสุข

การศึกษานี้เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษาปัจจัยภาวะผู้นำ
การบริหารตามหลัก POLC และการบริหารสัญญาจ้างก่อสร้าง ที่ส่งผลต่อประสิทธิผลการเบิกจ่ายงบประมาณรายจ่ายลงทุน รายการสิ่งก่อสร้างของหน่วยบริการสังกัดสำนักงานปลัดกระทรวงสาธารณสุข โดยใช้การสัมภาษณ์เชิงลึกกับกลุ่มตัวอย่างแบบเฉพาะเจาะจง จำนวน 16 คน ซึ่งเป็นผู้บริหารและผู้ปฏิบัติงานด้านงบลงทุนส่วนกลางและภูมิภาค
และวิเคราะห์ข้อมูลเชิงเนื้อหา โดยใช้กรอบแนวคิดจากทฤษฎีภาวะผู้นำ หลักการบริหาร POLC (การวางแผน การจัดองค์การ การนำ และการควบคุม) และแนวทางการบริหารสัญญาจ้างก่อสร้าง
ผลการศึกษาพบว่า ภาวะผู้นำแบบชี้นำช่วยให้ผู้ปฏิบัติงานมีแนวทางที่ชัดเจนและสามารถดำเนินการได้ตามเป้าหมาย นอกจากนี้หลักการบริหาร POLC การวางแผนโดยกำหนดกรอบระยะเวลาที่ชัดเจน วิเคราะห์ปัญหาล่วงหน้า การจัดองค์การที่กำหนดบทบาทหน้าที่ชัดเจน วัฒนธรรมองค์กรที่ทำงานเป็นทีม การพัฒนาศักยภาพบุคลากรให้มีความชำนาญ
การสั่งการที่ชัดเจน การสร้างแรงจูงใจให้บุคลากร การกำกับติดตามอย่างใกล้ชิด และการใช้เทคโนโลยีดิจิทัล ล้วนเป็นปัจจัยสนับสนุนการเบิกจ่ายให้เป็นไปตามแผน นอกจากนี้การบริหารสัญญาจ้างก่อสร้างของผู้รับจ้าง ทั้งในด้านการวางแผน ควบคุมงาน และสภาพคล่องทางการเงิน ส่งผลโดยตรงต่อประสิทธิผลการเบิกจ่ายงบประมาณรายจ่ายลงทุน
หน่วยงานที่เกี่ยวข้องสามารถนำผลการศึกษาไปใช้เป็นแนวทางในการกำหนดนโยบายเพื่อเร่งรัดการเบิกจ่ายงบประมาณรายจ่ายลงทุนในรายการสิ่งก่อสร้าง พร้อมทั้งบูรณาการระบบติดตามและประเมินผลการเบิกจ่ายอย่างเป็นระบบ รวมถึงกำหนดแนวทางการคัดเลือกผู้รับจ้างที่มีศักยภาพและความพร้อมทั้งด้านเทคนิคและการเงิน เพื่อให้การดำเนินงานเป็นไปอย่างมีประสิทธิภาพและบรรลุเป้าหมายที่กำหนด
