ปัจจัยที่ส่งผลต่อการมีส่วนร่วมในการบริหารกองทุนหลักประกันสุขภาพระดับท้องถิ่น ของคณะกรรมการกองทุนหลักประกันสุขภาพระดับท้องถิ่น จังหวัดปทุมธานี

การศึกษาครั้งนี้ เป็นการศึกษาเชิงวิเคราะห์แบบภาคตัดขวาง เพื่อศึกษาปัจจัยที่ส่งผลต่อระดับการมีส่วนร่วมในการบริหารกองทุนหลักประกันสุขภาพระดับท้องถิ่นของคณะกรรมการกองทุนในจังหวัดปทุมธานี กลุ่มตัวอย่าง คือ คณะกรรมการกองทุนหลักประกันสุขภาพระดับท้องถิ่น ในจังหวัดปทุมธานี จำนวน 335 คน ใช้วิธีการสุ่มตัวอย่างแบบหลายขั้นตอน เครื่องมือวิจัย คือ แบบสอบถาม การวิเคราะห์ข้อมูลใช้สถิติเชิงพรรณนา และ สถิติเชิงอนุมาน ได้แก่ ไคสแควร์ และการวิเคราะห์ถดถอยพหุโลจิสติก ที่นัยสำคัญทางสถิติ 0.05
ผลการศึกษา พบว่า ปัจจัยทำนายการมีส่วนร่วมในการบริหารกองทุนฯ ของคณะกรรมการกองทุน อย่างมีนัยสำคัญทางสถิติ ได้แก่ 1) การรับรู้ประโยชน์ของกองทุน คือ กรรมการที่มีการรับรู้ประโยชน์ในระดับสูง จะมีแนวโน้มที่จะมีส่วนร่วมในการบริหารกองทุนมากกว่า กรรมการที่มีการรับรู้ประโยชน์ในระดับต่ำ คิดเป็น 2.87 เท่า(95% CI: 1.247-6.592, p = 0.013) 2) และ การรับรู้บทบาทของคณะกรรมการกองทุนโดย กรรมการที่มีการรับรู้บทบาทในระดับสูง จะมีแนวโน้มที่จะมีส่วนร่วมในการบริหารกองทุนมากกว่า กรรมการที่มีการรับรู้บทบาทในระดับต่ำ คิดเป็น 2.22 เท่า (95% CI: 1.083-4.546, p = 0.029) และกรรมการที่มีการรับรู้ภาวะผู้นำในระดับสูง จะมีแนวโน้มที่จะมีส่วนร่วมในการบริหารกองทุนมากกว่า กรรมการที่มีการรับรู้ภาวะผู้นำในระดับต่ำ คิดเป็น 4.43 เท่า( 95% CI: 1.876-10.474, p = 0.001)
การนำผลของวิทยานิพนธ์ไปใช้
ผู้กำหนดนโยบายควรสร้างความเข้าใจให้คณะกรรมการกองทุนฯรับรู้ประโยชน์และบทบาทในการบริหารกองทุนอย่างชัดเจน รวมทั้งควรสนับสนุนการพัฒนา ภาวะผู้นำ ของประธานและสมาชิกคณะกรรมการกองทุนฯ เพื่อกระตุ้นให้เกิดการมีส่วนร่วมในการบริหารกองทุนฯอย่างมีประสิทธิภาพ
