The Management Model of Mental Illness and Homelessness People in Khon Kaen Municipality

Abstract

             This research aims to explain the analysis of management model of mental illness and homeless people cause of the Mental Health Act, B.E. 2551 of agencies responsible in the Khon Kaen municipality. This research is collect data by conducting a semi-strured in-depth interview with officials in government agencies and civil society organization involved with mental illness and homeless people 8 people.

             The result shown that the duty of related parties in the responsible department is carried out in accordance with the management of mental illness and homeless people under the Mental Health Act, B.E. 2551. Moreover, it was found that those involved created cooperation to policy of Khon Kaen province regarding homelessness in the same direction, which is in line with the new concept of network governance. However, in performing duties under the Mental Health Act, B.E. 2551, there were still significant problems and obstacles, such as 1) the officials of the relevant departments still lack knowledge and understanding in complying with the Mental Health Act, B.E. 2551 2) civil society personnel working in Friends of Homeless groups lack expertise in psychiatry. And 3) collaboration according to provincial policy plans according to the concept of network governance. But still experiencing discontinuous and unsustainable issues.
