Regulating and Improving the Mechanism for Fisheries Economic Organization in the Southern Border Provinces

Abstract

This article was aimed to analyze the strengths, weaknesses, opportunities and threats analysis (SWOT) and identify strengths and weaknesses in the mechanisms of the fisheries economic organization in the southern border provinces, and to examine how organizational mechanism and the fisheries economy in the southern border provinces has been improved completely

Methodologically, the questionnaires were used, enquiring the establishments’ opinion about cooperation that will gain benefits from the participation in the cluster project, The sample included small scaled fishery establishments; consisting of fishing boats, fish rafts, and processing fishery industries in the southern border provinces 140 fishery operators. Data collection was conducted during july 2018 – July 2019

Estimated by ten fishery industry experts. Daily production data were collected, including 36 revenue accounts from the southern border provinces. Financial analysis was performed under the criteria for financial analysis implemented by the fishery establishments and  international research literature review regarding the development and performance of organizational   economic mechanism , using the logical abstraction methods and working methods with respect to work problems and the development of individual components of organizational mechanism and economic mechanism, using in the academic literature was adopted, host economy’s meeting documents of the southern border fishery industry, records and observatory participation in current problems
The results demonstrated that the fishery economic organization mechanism in the southern border provinces was defective at all levels due to the economic efficiency indicators for the economic organization mechanism were found inconsistent with the acceptable values, indicating the financial bankruptcy of the establishments; deficient working capital in business activities, financial dependency from external fund sources, a default of complying with obligations stably, failure to expand the productivity, and the guaranteeing of the independence of the raw materials for local processed seafood for industrial growth performance. In addition, regarding the improvement of economic mechanism in the southern border fishery industry, the interaction between government regulation and self-regulation in the host economy market was found; that is, it introduces the acceleration and stimulation to business environment through legislation, innovative economical tools and methods, a regulatory role by the government was perceived as an component for quality fishery economic organization mechanism to solve the deficiency in the economic organization mechanism, which might have a great influence on the scope of fishery management in term of legal, financial resources, loans, credits, resources, insurance, pricing, budgets , and guaranteeing the continuity of the reproduction process, and ensuring of social relations of the host economy at all levels.
