Abstract
บทความนี้ศึกษาการปรับตัวและการสร้างวิธีคิดชุดใหม่ในการรับมือกับสงครามต่อต้าน การก่อความไม่สงบ (counterinsurgency: COIN) ของรัฐบาลอังกฤษในมลายาเมื่อปี 1948 ถึงปี 1960 สงครามนอกแบบ (unconventional warfare) ชุดแรกที่เกิดขึ้นหลังสงครามโลกครั้งที่ 2 การศึกษาพบว่าบทบาทของผู้บริหารระดับสูงอย่าง เซอร์ เจอราล์ด เทมเพลอร์ (Sir Gerald Templer) ที่ยอมรับข้อจำกัดของวิธีคิดชุดเก่า เล็งเห็นว่าสงครามในมลายาเป็นสงครามทางการเมือง (political war) และมีแนวคิดต่อการทำสงครามครั้งนี้ด้วยสำนวน “การเอาชนะจิตและใจ” (Winning Hearts and Minds) ประชาชน โดยเฉพาะชาวจีนในมลายาฐานสนับสนุนสำคัญของกลุ่มที่เห็นต่างจากรัฐว่าต้องเป็นสาระสำคัญในการสู้รบ ผ่านมาตรการสำคัญ คือ 1) การเรียกร้องสิทธิถือครองที่ดินสำหรับชาวจีนในหมู่บ้านยุทธศาสตร์และสิทธิความเป็นพลเมืองแก่ประชากรทุกชาติพันธุ์ในมลายา 2) การปรับปรุงประสิทธิภาพตำรวจในมลายาและเปิดโอกาสให้ชาวจีนเข้าร่วมงานกับหน่วยงานตำรวจและกองทัพ และ 3) การวางรากฐานสู่การปกครองตนเองในมลายาและการประกาศเขตขาว เป็นการริเริ่มเปลี่ยนโฉมหน้าของสงครามและวางรากฐานการทำสงครามที่มุ่งให้ความสำคัญทางการเมืองจนทำให้รัฐบาลอังกฤษสามารถยุติสงครามต่อต้านการก่อความไม่สงบดังกล่าวได้ในปี 1960
