โควิดภิวัฒน์: การบริหารการเปลี่ยนแปลงขององค์กรปกครองส่วนท้องถิ่นภายใต้ การระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) กรณีศึกษา เทศบาลนครพิษณุโลก จังหวัดพิษณุโลก

บทความวิจัยฉบับนี้มีวัตุประสงค์คือ 1) เพื่อศึกษาแนวทางการบริหารการเปลี่ยนแปลงภายใต้การระบาดของ โรคติดเชื้อไวรัสโคโรน่า 2019 ของเทศบาลนครพิษณุโลก 2) เพื่อศึกษาการมีส่วนร่วมของภาคประชาชนต่อแนวทาง การบริหารการเปลี่ยนแปลงของเทศบาลนครพิษณุโลก ภายใต้การระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 3)นำเสนอข้อเสนอแนะเชิงนโยบายต่อเทศบาลนครพิษณุโลกและองค์กรปกครองส่วนท้องถิ่นอื่น ๆ ในการบริหาร การเปลี่ยนแปลงภายใต้การระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ มีผู้ให้ข้อมูล 3 กลุ่ม คือ 1) หน่วยงานภาครัฐ 2) ตัวแทนภาคประชาชน 3) ตัวนักวิชาการด้านการปกครองส่วนท้องถิ่น ใช้ แบบสอบถามเป็นเครื่องมือวิจัย ผลการศึกษาพบว่า 1) เทศบาลนครพิษณุโลกมีแนวทางที่สอดรับกับสถานการณ์ ความเปลี่ยนแปลงภายใต้โรคระบาดนี้โดยเฉพาะวิสัยทัศน์ของผู้บริหารจนนำไปสู่การลดขั้นตอนและการยืดหยุ่น การทำงานเพื่อประสิทธิภาพที่คล่องตัวในการให้บริการประชาชน 2) การมีส่วนร่วมของชุมชนในพื้นที่เทศบาล นครพิษณุโลกที่ให้ความร่วมมือต่อมาตรการของจังหวัดและเทศบาลนครพิษณุโลก รวมถึงการมีส่วนร่วมต่อ การปรับตัวของเทศบาลนครพิษณุโลกในการบริหารการเปลี่ยนแปลงต่อการรับมือกับการระบาด และ 3) เทศบาล นครพิษณุโลก และองค์กรปกครองส่วนท้องถิ่นอื่น ๆ ควรจัดทำแผนรองรับความเปลี่ยนแปลงที่เกิดจากความไม่ ปกติของการทำงาน ซึ่งการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 สะท้อนให้เห็นว่าระบบราชการที่รวมศูนย์อำนาจ ก่อให้เกิดความล่าช้าต่อการแก้ไขสถานการณ์และนำไปสู่ข้อจำกัดของงบประมาณ ดังนั้น ควรศึกษาเพิ่มเติม ในประเด็นของความเปลี่ยนแปลงของบริหารการเปลี่ยนแปลงขององค์กรปกครองส่วนท้องถิ่นภายใต้การระบาด ของโรคติดเชื้อไวรัสโคโรนา 2019 ในมิติทางด้านสังคมและเศรษฐกิจภายใต้กรอบของแนวคิดโควิดภิวัฒน์
