การพัฒนาศักยภาพสหกรณ์ผู้ปลูกปาล์มน้ำมันจังหวัดเลยที่ส่งผลต่อการพัฒนาสังคม

Abstract

บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์ดังนี้ 1) เพื่อสร้างแผนปฏิบัติการพัฒนาศักยภาพสหกรณ์ผู้ปลูกปาล์มน้ำมันจังหวัดเลยที่ส่งผลต่อการพัฒนาสังคม 2) เพื่อปฏิบัติการพัฒนาศักยภาพสหกรณ์ผู้ปลูกปาล์มน้ำมันจังหวัดเลยที่ส่งผลต่อการพัฒนาสังคม และ 3) เพื่อประเมินผลการปฏิบัติการพัฒนาศักยภาพสหกรณ์ผู้ปลูกปาล์มน้ำมันจังหวัดเลยที่ส่งผลต่อการพัฒนาสังคม โดยใช้วิธีการศึกษาเชิงคุณภาพและเชิงปริมาณ กลุ่มเป้าหมายในการศึกษาเชิงคุณภาพ ได้แก่ ตัวแทนฝ่ายบริหาร ตัวแทนฝ่ายจัดการ และสมาชิกสหกรณ์ จำนวน 40 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสัมภาษณ์ แบบสังเกต และประเด็นการสนทนากลุ่ม วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาและสร้างข้อสรุป กลุ่มตัวอย่างในการศึกษาเชิงปริมาณ จำนวน 106 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย () และส่วนเบี่ยงเบนมาตรฐาน (S.D.) ผลการวิจัยพบว่า

1. ผลการสร้างแผนปฏิบัติการพัฒนาศักยภาพสหกรณ์ผู้ปลูกปาล์มน้ำมันจังหวัดเลยที่ส่งผลต่อการพัฒนาสังคม ประกอบด้วย กระบวนการพัฒนาศักยภาพสหกรณ์ในแต่ละด้าน แนวทางการพัฒนาเพื่อรองรับในด้านการบริหารจัดการและการสนับสนุนรวบรวมผลผลิตการเกษตร เพื่อรักษาเสถียรภาพของสหกรณ์ วิธีการพัฒนาศักยภาพสหกรณ์ที่เน้นด้านการมีส่วนร่วมของสมาชิก และการประเมินผลกิจกรรม

2. ผลการปฏิบัติการพัฒนาศักยภาพสหกรณ์ผู้ปลูกปาล์มน้ำมันจังหวัดเลยที่ส่งผลต่อการพัฒนา พบว่า ผลจากการปฏิบัติการพัฒนาทำให้เกิดกระบวนเรียนรู้ใน 3 ด้าน คือ 1) ด้านการพัฒนาศักยภาพของเกษตรกร ได้แก่ ด้านความรู้ ความเข้าใจ ด้านการตระหนักรู้ และด้านการมีส่วนร่วม 2) ด้านการพัฒนาศักยภาพสหกรณ์ ได้แก่ ด้านการบริหารจัดการผลผลิตทางการเกษตรสู่โรงงานสกัดโดยตรง ด้านการสนับสนุนผลผลิตทางการเกษตรเกิดการเชื่อมโยงเป็นเครือข่ายของเกษตรกร และการจัดให้มีแหล่งเงินทุนเพื่อรักษาเสถียรภาพของสหกรณ์  3) ด้านการสร้างรายได้ ลดรายจ่าย เพิ่มการออม และลดหนี้สิน ด้านการพึ่งตนเองด้วยการประกอบอาชีพของเกษตรกร ด้านการมีปฏิสัมพันธ์ของเกษตรกร และด้านความมั่นคงในชีวิตและเสถียรภาพของสมาชิกสหกรณ์

3. ผลการประเมินผลการพัฒนาศักยภาพสหกรณ์ผู้ปลูกปาล์มน้ำมันจังหวัดเลยที่ส่งผลต่อการพัฒนาสังคม พบว่า 1) ด้านการสร้างรายได้ ลดรายจ่าย เพิ่มการออม และลดหนี้สินที่เกิดจากการรวบรวมผลผลิตทำให้เกิดการแข่งขันในตลาด เป็นการลดทอนอำนาจการซื้อขายของพ่อค้าคนกลาง สหกรณ์ได้มีการสนับสนุนการรับซื้อผลผลิตทางการเกษตรในราคาสูง ทำให้สมาชิกมีรายได้ ลดรายจ่าย เพิ่มการออมได้มากขึ้น  2) ด้านการรู้จักพึ่งตนเองในการประกอบอาชีพ อยู่ในระดับมากที่สุด เพราะถือเป็นการสร้างความยั่งยืนให้กับอาชีพของตนเอง 3) ด้านการมีปฏิสัมพันธ์ของเกษตรกร ทำให้เกิดการสร้างพลังเชื่อมโยงเครือข่ายในกลุ่มอาชีพเดียวกัน และ 4) ด้านความมั่นคงในชีวิตและเสถียรภาพของสมาชิกสหกรณ์ เกิดจากการได้ทำกิจกรรมร่วมกันเป็นภายในกลุ่มสร้างความสัมพันธ์ทางสังคมในทุกด้าน 

Abstract

This research aimed 1) to create an action plan for the potential development of an oil palm farmers’ co-operative in Loei to enhance social development; 2) to develop activities for the oil palm farmers’ co-operative; and 3) to evaluate the potential development of the oil palm farmers’ co-operative. The research methodology consisted of both quantitative and qualitative research. The target group for the qualitative component of the research comprised 40 participants. The sample for the qualitative method comprised representatives of executive agents, management agents and cooperative members. The tools used to collect data were interviews, observation, and focus group discussions. The data were content-analyzed. The sample for the quantitative component (a questionnaire) comprised 106 participants. Statistical methods used for data analysis were percentage, mean and standard deviation.

The research findings are as follows:

1. An action plan for potential development of an palm oil farmers’ co-operative in Loei that contributes to social development was created. The plan consisted of a potential development process for the co-operative, development guidelines for management support and agricultural productivity aimed at the stabilization of the co-operative, and a potential development method for the co-operative oriented towards the participation of members and the evaluation of activities.

2. The result of the investigation of the potential development operation of the oil palm farmers’ co-operative identified three factors underlying the learning process: 1) the potential development of farmers’ knowledge, understanding, awareness and participation; 2) the potential development of the co-operative involving the direct management of agricultural products from the farm to the extraction plant – agricultural production support is linked to a network of farmers and the allocation of capital sources for the stabilization of the co-operative; and 3) monetization, expenditure reduction, saving and debt reduction require self-reliance on the part of the farmers, interaction between farmers and the security and stability of the lives of members of the cooperative.

3. The results of the evaluation of the potential development of an oil palm farmers’ co-operative were as follows: 1) monetization, expenditure reduction, saving and debt reduction result from effective product harvesting and market competition to reduce the trading power of middlemen. The co-operative supports agricultural productivity and high prices for agricultural products. This in turn results in increased income, reduced expenses, and increased saving for co-operative members; 2) occupational self-reliance reaches a high level through developing sustainable careers; 3) Interaction between farmers builds a power network at a high level; and 4) the resulting security and stability in the lives of members of the cooperative through group participation created highly cohesive social relationships.
