ผลกระทบของนโยบายภาครัฐ (เงินเดือนปริญญาตรี 15,000 บาท) กับการตัดสินใจจ้างพนักงานบัญชีของธุรกิจ SMEs ในเขตภาคตะวันออกเฉียงเหนือ

บทคัดย่อ

นโยบายภาครัฐ (เงินเดือนปริญญาตรี 15,000 บาท) เป็นนโยบายที่ภาครัฐกำหนดขึ้นเพื่อเพิ่มค่าครองชีพให้แก่ประชาชนที่ยังมีรายได้น้อยและขาดโอกาสในการเพิ่มรายได้เพื่อพัฒนาคุณภาพชีวิตของประชาชนให้เติบโตมากยิ่งขึ้น และเพื่อนำประเทศไทยไปสู่โครงสร้างเศรษฐกิจที่สมดุล เพิ่มความเข้มแข็งให้แก่เศรษฐกิจภายในประเทศมากขึ้นซึ่งจะเป็นพื้นฐานที่สำคัญของการสร้างการเติบโตอย่างมีคุณภาพและยั่งยืนดังนั้น คณะผู้วิจัยจึงมีความสนใจที่จะศึกษาวิจัยเรื่องผลกระทบของนโยบายภาครัฐ (เงินเดือนปริญญาตรี 15,000 บาท) กับการตัดสินใจจ้างพนักงานบัญชีของธุรกิจSMEs ในเขตภาคตะวันออกเฉียงเหนือ  โดยมีวัตถุประสงค์เพื่อศึกษาความคิดเห็นเกี่ยวกับนโยบายภาครัฐ  การตัดสินใจจ้างงานนักบัญชีและผลกระทบของนโยบายที่มีต่อการตัดสินใจจ้างงานนักบัญชีของธุรกิจ SME ในเขตภาคตะวันออกเฉียงเหนือ  ในการวิจัยนี้ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวมรวมข้อมูลจากธุรกิจ SMEs ในเขตภาคตะวันออกเฉียงเหนือ จำนวน 141 ฉบับ สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่  ร้อยละ  ค่าเฉลี่ย  ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์ความถดถอยเชิงพหุคูณ

ผลการวิจัย พบว่าธุรกิจ SMEs ในเขตภาคตะวันออกเฉียงเหนือ มีความคิดเห็นเกี่ยวกับนโยบายภาครัฐ (เงินเดือนปริญญาตรี 15,000 บาท) โดยรวมอยู่ในระดับปานกลาง และรายด้านพบว่าอยู่ในระดับมาก และปานกลาง ได้แก่ ด้านผลกระทบจากการปรับอัตราเงินเดือน ด้านความสามารถในการปรับตัวเพื่อปฏิบัติตามนโยบาย และด้านความต้องการความช่วยเหลือจากรัฐบาล และมีความคิดเห็นเกี่ยวกับการตัดสินใจจ้างพนักงานบัญชี โดยรวมอยู่ในระดับมาก และรายด้านพบว่าอยู่ในระดับมากที่สุด และมาก ได้แก่ ด้านความรับผิดชอบ ด้านทักษะ และด้านความเชี่ยวชาญ  ส่วนการวิเคราะห์ผลกระทบพบว่า (1) นโยบายภาครัฐ (เงินเดือนปริญญาตรี 15,000 บาท)ด้านความต้องการความช่วยเหลือจากรัฐบาลมีผลกระทบเชิงลบกับการตัดสินใจจ้างพนักงานบัญชีด้านความรับผิดชอบและมีผลกระทบเชิงบวกกับการตัดสินใจจ้างพนักงานบัญชี ด้านประสบการณ์ (2) นโยบายภาครัฐ (เงินเดือนปริญญาตรี 15,000 บาท)ด้านผลกระทบจากการปรับอัตราเงินเดือนมีผลกระทบเชิงบวกกับการตัดสินใจจ้างพนักงานบัญชี ด้านทักษะและด้านความเชี่ยวชาญ

โดยสรุปนโยบายภาครัฐ (เงินเดือนปริญญาตรี 15,000 บาท)มีผลกระทบต่อการตัดสินใจจ้างพนักงานบัญชีของธุรกิจ SMEs ทั้งด้านความรับผิดชอบด้านทักษะ ด้านความเชี่ยวชาญ และด้านประสบการณ์ดังนั้น ผู้ประกอบการธุรกิจ SMEs จึงควรนำข้อมูลที่ได้จากการวิจัยครั้งนี้ไปใช้เป็นข้อมูลสำหรับการตัดสินใจจ้างพนักงานบัญชีให้ธุรกิจได้รับพนักงานบัญชีที่มีความรู้ความสามารถภายใต้อัตราเงินเดือนที่เหมาะสมตลอดจนผู้ประกอบการธุรกิจ SMEs สามารถนำข้อมูลที่ได้รับไปพัฒนาประสิทธิภาพในการทำงานของพนักงานบัญชีและยังสามารถใช้เป็นข้อมูลในการเตรียมความพร้อมที่จะปฏิบัติตามนโยบายภาครัฐต่อไป

Abstract

The Government Policy (15,000 Bath Salary for Bachelor’s Degree) was the government policy to increase the living income for civilian who had low income and was lack of opportunities to increase the income to develop the life quality, to balance the economics structure, and to strengthen the domestic economics, which will be the important infrastructure for the quality and sustainability of growth. Therefore, the researchers were interested to research about the government policy (15,000 Bath Salary for Bachelor’s Degree) and the decision to hire the accountants of SMEs in the North Eastern region by using 141 issues of questionnaire to gather the data from SMEs in the North Eastern region.  Percentage  Mean Standard Deviation and Multiple regression analysis were used to analyze the data.

The research result found that SMEs in the North Eastern region commented with the government policy (15,000 Bath Salary for Bachelor’s Degree) in overall aspects in the medium level and for each aspect was in the high and medium levels, such as the affect in increasing the salary, the adaptability to follow the policy, and the assist from the government. In addition, they commented in hiring the accountants in overall perspectives in the high level. Each aspect was in the highest and high levels in the responsibility, skill and expertise aspects.  The analyze of the effect found that (1) the government policy (15,000 Bath Salary for Bachelor’s Degree) in the assist from the government aspect had the negative affect with the decision to hire the accountants in the responsibility aspect. It had the positive affect with the decision to hire the accountants in the experience aspect, (2) the government policy (15,000 Bath Salary for Bachelor’s Degree) in the affect in increasing the salary had the positive affect with the decision to hire the accountants in the skill and expertise aspects.

In summary, the government policy (15,000 Bath Salary for Bachelor’s Degree) affected with the decision of hiring the accountants in SMEs in the responsibility, skill, expertise, and experience aspects. Therefore, SMEs should use this information from this research for making a decision to hire accountants. The business shall hire the skillful accountants with the suitable salary.  Also, SMEs can use the information to develop the efficiency of the accountant’s work performance and can use this information to be prepared for following the government policy.
