ความล้มเหลวและปัญหา อุปสรรค ของการนำแผนผู้สูงอายุแห่งชาติ ฉบับที่ 2 (พ.ศ. 2545-2564) ฉบับปรับปรุงครั้งที่ 1 พ.ศ. 2552 ไปปฏิบัติในองค์กรปกครองส่วนท้องถิ่น อำเภอเวียงสา จังหวัดน่าน

บทคัดย่อ

การศึกษาเรื่องนี้มีวัตถุประสงค์เพื่อ วิเคราะห์และประเมินผลการนำแผนผู้สูงอายุฯฉบับปรับปรุงไปปฏิบัติใช้ในอำเภอเวียงสา จังหวัดน่าน และค้นหาปัจจัยที่ส่งผลต่อความสำเร็จหรือความล้มเหลวของการนำแผนผู้สูงอายุฯฉบับปรับปรุงไปปฏิบัติ ตลอดจนพิจารณาถึงปัญหา อุปสรรค แนวทางการแก้ไข ที่เน้นการคิดหาข้อมูลเอกสารและรวบรวมข้อมูลปฐมภูมิจากผู้ให้ข้อมูลที่สำคัญรวม 49 คน ด้วยการใช้วิธีการศึกษาเชิงคุณภาพเป็นหลัก  

ผลลัพธ์พบว่า เมื่อนำแผนผู้สูงอายุฯฉบับปรับปรุงไปปฏิบัติที่องค์กรปกครองส่วนท้องถิ่น ซึ่งเป็นผู้การดำเนินกิจกรรมด้านผู้สูงอายุ เจ้าหน้าที่ผู้ปฏิบัติงานส่วนใหญ่ไม่มีความรู้ ไม่มีความเข้าใจ และไม่มีการศึกษาเรื่องแผนผู้สูงอายุฯฉบับปรับปรุงอย่างจริงจัง ทำให้การนำแผนผู้สูงอายุฯฉบับปรับปรุงไปปฏิบัติประสบความล้มเหลว เพราะเนื่องจากขาดการประชาสัมพันธ์ การเผยแพร่ และการอบรมสร้างความรู้ความเข้าใจในการดำเนินงานให้กับเจ้าหน้าที่ผู้ปฏิบัติงานอย่างทั่วถึง  อีกประเด็นหนึ่งคือเจ้าหน้าที่ผู้ปฏิบัติงานไม่มีความรู้ ไม่มีความเข้าใจในเรื่องแผนผู้สูงอายุฯฉบับปรับปรุง  จึงไม่มีผลต่อการนำแผนผู้สูงอายุฯฉบับปรับปรุงไปปฏิบัติ  ที่น่าสนใจยิ่งคือปัญหาและอุปสรรคจะเกิดจากเรื่องสมรรถนะการปฏิบัติงานของเจ้าหน้าที่ผู้ปฏิบัติงานที่ไม่มีความเข้าใจ  ไม่มีความเข้าใจเรื่องแผนผู้สูงอายุฯฉบับปรับปรุงรวมทั้งไม่มีงบประมาณในการดำเนินงานเพราะยังไม่ได้รับการสนับสนุนที่พอเพียงและการสนับสนุนเชิงนโยบายจากรัฐบาลที่แท้จริง  ดังนั้นจึงขอเสนอแนะว่าเจ้าหน้าที่ผู้ปฏิบัติงานต้องมีสมรรถนะในการดำเนินงานที่พร้อมในทุกด้านทั้งในหน้าที่ความรับผิดชอบของตน  และควรให้ความสำคัญกับองค์กรปกครองส่วนท้องถิ่นและเจ้าหน้าที่ผู้ปฏิบัติงานในการนำแผนผู้สูงอายุฯฉบับปรับปรุงไปสู่การปฏิบัติ  นอกจากนี้ต้องเน้นในด้านการบูรณาการการทำงานร่วมกันของหน่วยงานที่มีส่วนเกี่ยวข้องเพื่อให้การทำงานมีประสิทธิภาพและลดความซ้ำซ้อนในการปฏิบัติงาน

Abstract

The study was found that the second national plan for the elderly was implemented by local administrative organizations.  The officials of local administrative organizations lacked knowledge and understanding about the second national plan for the elderly.  The implementation of the second national plan for the elderly was failed because of there is lack of public relations and training about the implementation to the officials.  Furthermore, the officials also lack of knowledge and understanding about the second national plan for the elderly. Points of Interest were problems and obstacles including:  Performance issues caused by the practice of officers lacked knowledge and understanding about the second national plan for the elderly.  Moreover, there are insufficient budget for the second national plan for the elderly implementation in local level. And lack of policy support from the government. The following were recommended the officials should develop and improve their responsibilities, increase more knowledge and understanding about the second national plan for the elderly. Local administrative organizations and local level officials should coordinate in the implementation of the second national plan for the elderly and plan the performing of elderly activities guidelines.  Must focus on the integration of task between local administrative organizations and local level officials that make the effective work and reduce a messy in collaboration of the implementation.
